2 What is the lowest salary for officials in 2024?
The lowest salary for officials in 2024 is divided into two time periods as follows:
*From January 1, 2024 - June 30, 2024
Currently, the lowest salary for officials in category C3 is specified in Section 6, Specialized Salary Table for officials in state agencies, issued together with Decree 204/2004/ND-CP, as supplemented by Item d, Clause 2, Article 1 Decree 17/2013/ND-CP, specifically as follows:

The above salaries are calculated based on the current statutory pay rate: 1,800,000 VND (Decree 24/2023/ND-CP).

On November 10, the National Assembly passed a resolution on the 2024 state budget estimate.
The resolution clearly states that from July 1, 2024, a comprehensive wage policy reform according to Resolution 27-NQ/TW 2018 of the Seventh Plenary Session of the 12th Central Committee of the Communist Party of Vietnam will be carried out.
According to Resolution 27-NQ/TW 2018, the goals set for officials and public employees upon implementing the 2024 wage reform are as follows:

- From 2021, apply a new uniform wage policy for officials, public employees, and armed forces across the entire political system.
- In 2021, the lowest salary for officials and public employees equals the average minimum wage in the enterprise sector across various regions.
- Periodically adjust wages appropriately with the consumer price index, economic growth rate, and the state's budget capacity.
- By 2025, the lowest salary for officials and public employees is higher than the average minimum wage in the enterprise sector across various regions.
- By 2030, the lowest salary for officials and public employees is equal to or higher than the highest regional minimum wage in the enterprise sector.
Therefore, if there are no changes, the lowest salary for officials from July 1, 2024 will be the average minimum wage in the enterprise sector across various regions.
On December 20, 2023, the National Wage Council held a meeting to discuss and negotiate the regional minimum wage adjustment plan for 2024.
At the meeting, all members of the National Wage Council present voted to finalize a 6% increase in the regional minimum wage for 2024, effective from July 1, 2024.
With a 6% increase in the regional minimum wage, the enterprise sector's wage across 4 regions is projected as follows:

The two lowest salaries for officials in 2024:Before wage reform: 2,430,000 VND, and after wage reform: approximately 4,100,000 VND.

2 When will the job-based salary table for officials from July 1, 2024 be available?
The Government of Vietnam has recently issued Resolution 01/NQ-CP on the main tasks and solutions to implement the socio-economic development plan and state budget estimate for 2024, which includes important directives related to wage reform for officials, public employees, and armed forces.
The Government of Vietnam will implement a comprehensive, synchronized, and effective wage policy reform according to Resolution 27-NQ/TW 2018 of the Central Committee on wage policy reform for officials, public employees, armed forces, and workers in enterprises.
Complete the construction of job positions for officials and public employees in the state administrative system before March 31, 2024; at the same time, clearly define the responsibilities of each ministry, central authority, and local authority, as well as their heads, to serve as a basis for implementing wage policy reform from July 1, 2024.
According to Appendix IV, specific tasks for various sectors and fields in 2024 (attached to Resolution 01/NQ-CP), the Government of Vietnam assigns the Ministry of Home Affairs to lead the implementation, with the new wage policy decree for officials, public employees, and armed forces to be completed by May 2024.
Thus, the two job-based salary tables for officials might be completed in May 2024.
8 Types of allowances applicable to officials from July 1, 2024?
Based on the spirit of Resolution 27-NQ/TW 2018, the two official salary tables for officials from July 1, 2024, include the following:
Salary Table 01: Position-based salary table for officials and public employees holding leadership positions (elected and appointed) within the political system from the Central to the communal level.
Salary Table 02: Specialist and professional salary table according to official ranks and professional titles for public employees, applicable to officials and public employees who do not hold leadership positions.
However, the specific details of these salary tables have not yet been officially drafted or issued.
Additionally, from July 1, 2024, officials and public employees will enjoy 8 types of allowances, including:
