In Resolution 104/2023/QH15 on the state budget estimate for 2024, it is stipulated that starting from July 1, 2024, comprehensive reforms will be implemented in the salary policy according to Resolution 27-NQ/TW in 2018.
Recently, on January 5, 2024, the Government issued Resolution 01/NQ-CP in 2024 on the tasks and key solutions for implementing the socio-economic development plan and the state budget estimate for 2024.
According to Resolution 01/NQ-CP in 2024, it was agreed to comprehensively and effectively implement the salary policy reform according to Resolution 27-NQ/TW in 2018 by the Central Executive Committee on salary policy reform for officials, public employees, armed forces, and workers in enterprises. It also clearly defined the responsibilities of each ministry, sector, locality, and the heads of these entities to serve as the basis for implementing the salary policy reform from July 1, 2024.
In Appendix IV of Resolution 01/NQ-CP in 2024, the Government assigned the Ministry of Home Affairs to lead the implementation and complete the decree on the new salary regime for officials, public employees, and armed forces in May 2024.
Therefore, in accordance with the spirit of Resolution 01/NQ-CP in 2024, the decree on the new salary regime for officials, public employees, and armed forces completed in May 2024 will be based on Resolution 27-NQ/TW in 2018. According to Resolution 27-NQ/TW in 2018, the payrolls after the salary reform in 2024 include the following categories based on job position, title, and leadership position:
Payrolls 1:
Payrolls applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from central to commune level.
Payrolls 2:
Specialized and professional payrolls based on officials' positions and professional titles, applicable to officials and public employees who do not hold leadership positions.
Payrolls 3:
Payrolls applicable to military officers, officers, and non-commissioned officers in police work (based on rank, position, and military or rank level).
Payrolls 4:
Payrolls applicable to professional military personnel and technical personnel in the police force.
Payrolls 5:
Payrolls applicable to defense workers and police employees (including the salary ratio compared to administrative officials).
Furthermore, Resolution 27-NQ/TW in 2018 has determined the construction of these payrolls based on a new structure, which includes:
Base pay: accounting for about 70% of the total salary fund.
Allowances: accounting for about 30% of the total salary fund.
Bonuses: the bonus fund is about 10% of the total annual salary fund, excluding allowances.

What are 02 new allowances for officials after salary reform in Vietnam in 2024?
According to the spirit of Resolution 27-NQ/TW in 2018, when implementing the 2024 salary reform, officials will have 02 new allowances as follows:
(1) Job-based allowances based on the consolidation of Job-based preferential allowances, responsibility allowances, and hazardous and dangerous allowances. This allowance applies to officials and public employees in professions and jobs with higher-than-normal labor conditions and appropriate preferential policies of the State (education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, auditing, customs, forestry management, market management, etc.).
(2) Allowances for working in difficult areas based on the consolidation of special allowances, attraction allowances, and long-term work allowances in economically and socially disadvantaged areas.
However, in essence, these 02 new allowances are formed from existing allowances, so they can be considered as "new" in terms of names. The detailed implementation of these two new allowances in the salary reform will require specific guidelines in the future.
