Recently, the President of the National Assembly signed to promulgate Resolution 104/2023/QH15 on the State Budget Estimate for 2024.
In Resolution 104/2023/QH15, a comprehensive reform of the salary policy will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.
According to the spirit of Resolution 27-NQ/TW of 2018, when implementing salary reform, 05 new salary scales will be developed for officials and public employees and armed forces based on job positions, titles, and leadership positions, replacing the current salary scale system; transferring old salary grades to new salary grades, ensuring that the new salary is not lower than the current wage.
The 05 new salary scales based on job positions applied to officials and public employees and armed forces are as follows:
Salary Scale 01: Leadership salary scale applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the central to commune levels.
Salary Scale 02: Professional and specialized salary scale according to the ranks of officials and the professional titles of public employees, commonly applied to officials and public employees not holding leadership titles.
Salary Scale 03: Salary scale for army officers, police officers, and non-commissioned officers (according to positions, titles, and military ranks or police ranks).
Salary Scale 04: Salary scale for professional soldiers and police technical specialists.
Salary Scale 05: Salary scale for national defense workers and police workers (ensuring the correlation of salaries of the armed forces with those of administrative officials as currently).
However, regarding the specific detailed salary scales, there is still no draft or official document stipulating the specific salaries in the 05 salary scales applied to officials and public employees and armed forces at this moment.
Moreover, in Resolution 27-NQ/TW of 2018, it is proposed to design 05 new salary scales based on job positions for officials and public employees and armed forces as follows:
- Abolish the statutory pay rate and current salary coefficient, and construct a basic salary in specific monetary amounts in the new salary scales.
- Implement uniform labor contract policies according to the provisions of the Labor Code (or service contract) for those performing administrative and service tasks (requiring sub-college level qualifications), without applying the officials and public employees salary scales to these subjects.
- Determine the minimum wage for officials and public employees in the public sector to be no lower than the minimum wage for trained laborers in the enterprise sector.
- Expand the wage relationship as a basis to determine the specific salary levels in the salary scale system, gradually approaching the wage relationship in the enterprise sector suitable to the state's resources.
- Improve policies for regular and early salary grade increases for officials and public employees and armed forces consistent with the provisions of the new salary scales.
Thus, as the content mentioned above, when implementing salary reform, the basic salary will be constructed in specific monetary amounts in the 05 new salary scales based on job positions for officials and public employees and armed forces.
Officials and public employees and the armed forces working in any job position will receive the salary corresponding to that job position in specific monetary amounts.

New salary structure for officials, public employees, and armed forces when salary reform from July 1, 2024?
Based on the spirit of Resolution 27-NQ/TW of 2018, it proposes the following reform content:

3.1. For officials, public employees, and the armed forces (public sector)
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total wage fund) and allowances (accounting for about 30% of the total wage fund). Add rewards (bonus fund is about 10% of the total annual wage fund, excluding allowances).
Thus, when implementing salary reform from July 1, 2024, the projected salaries for officials, public employees, and the armed forces will be calculated according to the new salary structure as follows:

Who are officials, public employees, and the armed forces?
- Based on the provisions in Clause 1, Article 4 of the Law on Cadres and Officials 2008, officials are Vietnamese citizens, elected, approved, or appointed to hold positions or titles based on their term of office in the Communist Party of Vietnam, the State, political-social organizations at the central, provincial, and municipal levels (hereinafter referred to as provincial level), or district, district-level town, and city under provincial levels (hereinafter referred to as district level), under regular payroll and salary from the state budget.
- Based on the provisions in Clause 2, Article 4 of the Law on Cadres and Officials 2008 amended by Clause 1, Article 1 of the Law on Cadres, Officials, and Public Employees (Amendment) 2019, an official is a Vietnamese citizen, recruited, appointed to ranks, positions, corresponding titles based on job position in the Communist Party of Vietnam, the State, political-social organizations at central, provincial, and district levels; in agencies, units within the People's Army that are not officers, professional soldiers, or national defense workers; in agencies, units within the People's Police that are not officers, professional non-commissioned officers, or police workers, under regular payroll and salary from the state budget.
- Based on the provisions in Article 2 of the Law on Public Employees 2010, a public employee is a Vietnamese citizen recruited according to job positions, working at public service providers under a work contract regime, and receiving salary from the wage fund of public service providers according to legal regulations.
Based on Article 23 of the National Defense Law 2018, the components and tasks of the people's armed forces are as follows:

1. The people's armed forces include the People's Army, the People's Police, and the Militia and Self-Defense Forces.
2. The people's armed forces are absolutely loyal to the Fatherland, people, Communist Party, and State; tasked with readiness for combat, combat, service in combat, protecting the independence, sovereignty, unity, territorial integrity of the Fatherland, national security, public order, social safety; protecting the people, Communist Party, State, socialist policies, revolutionary achievements; together with the people, building the country and fulfilling international obligations.
