- Absolutely loyal to the revolutionary ideals and goals of the Communist Party, strictly adhere to the political program, the Charter of the Communist Party, resolutions, directives of the Party, the laws of the State; complete the assigned tasks well; absolutely obey the assignment and mobilization of the Party.
- Continuously study, train, improve knowledge, working capacity, political qualities, revolutionary ethics, and maintain a healthy lifestyle; fight against individualism, opportunism, regionalism, bureaucracy, corruption, wastefulness, and other negative manifestations.
Comply with the regulations of the Central Committee on the things that Party members are not allowed to do.
- Closely connect with the people, respect and promote the people's right to mastery; take care of the material and spiritual life and protect the legitimate rights of the people; actively participate in mass work, social work at the workplace and residence;

What documents are included in the Party membership dossier?
Based on Subsection 1, Section II of Instruction 12-HD/BTCTW in 2022, the Party membership dossier in various stages includes different types of documents, specifically as follows:
When considering admission into the Communist Party
(1) Certificate of completion of the Party awareness training course;
(2) Application to join the Communist Party;
(3) History of the applicant to the Party and attached verification documents;
(4) Introduction letter from an official Party member assigned to help;
(5) Resolution introducing outstanding members to the Party from the Ho Chi Minh Communist Youth Union or the grassroots trade union (if any);
(6) Summary of comments from political-social organizations where the applicant resides and the cell committee (or Party branch) where the applicant resides.
After the cell committee examines and agrees on admission into the Communist Party
(1) Resolution of the cell committee proposing to admit the Party member;
(2) Evaluation report from the sectional Party committee (if any);
(3) Resolution of the grassroots Party committee proposing to admit the Party member;
(4) Decision on Party membership admission from the competent authority;
(5) Member's history;
(6) Member's card.
When the Party member is officially recognized, additional documents include:
(1) Certificate of completion of the new member's training course;
(2) Self-assessment report of the probationary Party member;
(3) Evaluation of the probationary Party member from the official Party member assigned to help;
(4) Summary of comments from political-social organizations where the probationary Party member resides and the cell committee (or Party branch) where the probationary Party member resides;
(5) Resolution of the cell committee proposing official recognition of the Party member;

(12) Party activity transfer records from the time of joining the Communist Party;
(13) Annual self-evaluation reports (for the past 03 years) and reports when transferring Party activities of the Party member.
Additionally, other attached documents in the Party membership dossier are considered reference materials.
- The documents in the Party membership dossier (except for the Party member's card which is managed according to separate regulations) are recorded in the document table of contents and arranged in the sequence mentioned above, placed in the dossier envelope for management; the document table of contents in the Party membership dossier must be checked, certified, signed, and stamped by the unit managing the Party membership dossier.
What are the procedures for Party admission?
Based on Article 4 of the 2011 Charter of the Communist Party of Vietnam, the procedures for Party admission are as follows:
Article 4.
Procedures for Party admission (including readmission):
1. To join the Communist Party, a person must:
- Voluntarily apply to join the Party;
- Truthfully report their background to the cell committee;
- Be introduced by two official Party members.
Where there is an organization of the Ho Chi Minh Communist Youth Union, the person joining the Party within the youth age must be a member, introduced by the executive committee of the grassroots union and an official Party member.
In agencies, enterprises where there is no Ho Chi Minh Communist Youth Union organization, the person joining the Party must be a member of the trade union, introduced by the executive committee of the grassroots union and an official Party member.
2. The introducer must:
- Be an official Party member and work with the applicant to the Party for at least one year;
- Report to the cell committee about the background, qualities, and capabilities of the applicant and take responsibility for their introduction. Any unclear matters should be reported for the cell committee and higher levels to consider.
3. Responsibilities of the cell committee and the Party committee:
- Before the cell committee examines and proposes admission, the cell committee checks the conditions of the applicant and collects comments from the mass organizations where the applicant resides.
The political history of the applicant must comply with the regulations of the Central Committee.
- The cell committee examines and proposes admission individually; when at least two-thirds of the official Party members in the committee support, the proposal is sent to the higher-level committee; when a decision from the higher-level committee is given, the cell committee organizes the admission ceremony individually.
- The grassroots Party committee examines; if at least two-thirds of the committee members support the admission, the proposal is sent to the higher-level committee.
- The Standing Committee of the direct superior Party committee or the authorized grassroots Party committee examines and decides on individual admissions.
4. Where there are no Party members or insufficient conditions for introduction, the direct superior committee delegates a Party member to carry out propaganda, examination, and introduction for admission to the Communist Party. Special cases are regulated by the Central Committee.
