What are the steps for enrollment under delegation policies in university, college, intermediate level procedures at the provincial administrative level?
Based on the content of section 2A of the Appendix issued with Decision 3002/QD-BQP of 2023, the enrollment procedure under delegation policies in university, college, intermediate level procedures at the provincial administrative level is as follows:
Step 1: Based on the delegation quotas assigned by the Ministry of National Defense, the Military Enrollment Committee and relevant authorities of the military regions or equivalent distribute quotas to subordinate units and localities and direct, guide the organization of implementation, ensuring quotas adhere to regional structure.
Step 2: The Military Enrollment Committee and relevant authorities at the division, provincial, and equivalent levels organize preliminary selection and guide candidates in preparing applications according to the forms prescribed by the Military Enrollment Committee of the Ministry of National Defense, to be completed before June 25 annually.
Step 3: The respective Military Enrollment Committees review the profiles, report to the relevant committees and propose recommendations to schools before June 30 annually.
Step 4: The admissions councils of the schools review and propose recommendations to the Military Enrollment Committee of the Ministry of National Defense (via the Standing Agency) before July 15 annually.
Step 5: The Standing Agency presides, cooperating with the Cadre Department of the General Department of Politics; Military Department, and Defense Department of the General Staff to review and propose the list of qualified delegation candidates by August 10 annually; compile, and report to the Head of the Military Enrollment Committee of the Ministry of National Defense for consideration and decision before August 30 annually.

*Method of implementation: Candidates prepare applications according to the prescribed forms from the Military Enrollment Committee of the Ministry of National Defense and submit them to the Military Enrollment Committees at the division, provincial, and equivalent levels.
The application includes the following documents:
- Application for student selection under delegation policies.
- 03 application forms for admission as prescribed by the Ministry of National Defense.
- 01 health examination form.
- 01 form for background verification and investigation.
- A photocopy along with the original for comparison or a certified copy of the birth certificate.
- A photocopy of the high school diploma or a temporary graduation certificate for candidates who have not yet been issued a diploma.
- A photocopy of the high school transcript.
- Certificates of being a child of martyrs, war invalids, sick soldiers; individuals entitled to policies as invalids; other certificates for categories that the candidate enjoys priority in delegation selection (if applicable).
- Residence and duration verification. The district-level Military Enrollment Committee is responsible for verifying the residence and duration of residence of the candidate. The exploitation and use of residence information comply with the provisions of Article 14 of Decree 104/2022/ND-CP dated December 21, 2022 of the Government of Vietnam on amending and supplementing several articles of the decrees related to the submission and presentation of household registration books, temporary residence books in paper form when completing administrative procedures, providing public services.
