When will the 03 new salary scales for the armed forces according to the 2024 salary reform policy be implemented?

The National Assembly voted to pass the Resolution on the state budget estimate for 2024 on the morning of November 10. The Resolution decided that from July 1, 2024, comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW of 2018.

Resolution 27-NQ/TW of 2018 unified that when implementing the 2024 salary reform, a new system of salary scales will be created and issued according to job positions, titles, and leadership positions to replace the current salary scale system; transitioning from the old salary to the new salary, ensuring not lower than the current salary.

03 new salary scales applied to the armed forces when implementing the 2024 salary reform include:

Salary scale 1: Salary scale for military officers, professional police officers, and non-commissioned officers (according to positions, titles, and military ranks or grades).

Salary scale 2: Salary scale for professional soldiers, technical specialists in the police.

Salary scale 3: Salary scale for national defense workers and police workers (maintaining the salary correlation of the armed forces in comparison to administrative officials as presently).

Based on the Government of Vietnam's directives related to salary reform in Resolution 01/NQ-CP on the main tasks and solutions to perform the socio-economic development plan and state budget estimate for 2024, specifically in Appendix IV issued with Resolution 01/NQ-CP, the Government assigns the Ministry of Home Affairs to take the lead to complete the Decree stipulating the new salary policies for officials and public employees and the armed forces by May 2024.

Resolution 01/NQ-CP also specifies the implementation of salary reform according to Resolution 27-NQ/TW of 2018 of the Central Executive Committee on salary policy reform for officials and public employees, the armed forces, and workers in enterprises.

Thus, the 03 new salary scales for the armed forces will be applied when implementing the salary reform policy. According to the consensus in the Resolution on the state budget estimate for 2024, the salary reform policy will be implemented from July 1, 2024. The Government has agreed to complete the Decree stipulating new salary policies for officials and public employees and the armed forces by May 2024.

How is the salary and income management mechanism in the public sector implemented according to Resolution 27?

The salary and income management mechanism is implemented according to Resolution 27-NQ/TW of 2018 as follows:

- The head of the agency, organization, or unit is entitled to use the salary fund and the annual regular expenditure funds allocated to hire experts, scientists, extraordinary talented individuals to perform the duties of the agency, organization, unit, and decide the appropriate compensation based on the assigned tasks.

- The head of the agency, organization, or unit formulates regulations for periodic rewards for managed subjects, tied to the outcomes of individual task evaluations and rankings.

- Expand the pilot mechanism application to some centrally governed cities and provinces that have balanced their budgets and ensured sufficient funds for salary reform and social security policies to allow an average additional income not exceeding 0.8 times the basic salary fund of the officials and public employees within management scope.

- Public non-business units that self-finance their regular and investment expenditures, or self-finance regular expenditures and the financial funds outside the state budgets, can implement the autonomous salary mechanism based on operational results as in enterprises.

- Public non-business units partially covering their own recurrent expenditures and public service providers fully financed by the state budget will apply the salary policies like officials. Actual salaries paid must associate with job positions, professional titles, employees, decided by the head of the public service provider based on revenue sources (from the state budget allocation and from the unit's revenue), labor productivity, work quality, and efficiency as per the unit's salary payment regulations, not lower than the salary policies stipulated by the State.

Who comprises the armed forces and in which situations are they deployed?

According to Article 23 of the Defense Law 2018, the armed forces consist of the People's Army, the People's Police, and the Militia and Self-Defense Forces.

The people's armed forces are absolutely loyal to the Fatherland, People, Communist Party, and State; tasked with readiness for combat, combat, service in combat, defending the independence, sovereignty, unity, territorial integrity of the Fatherland, national security, social order, and safety; protecting the People, Communist Party, State, socialist policies, revolutionary achievements; and cooperating with the populace to build the country and fulfill international obligations.

- When there is a risk threatening national security, social order, and safety but not at the level to declare an emergency, implementations follow the laws on national security and other relevant legal provisions;

- When participating in activities contributing to peacekeeping in the region and worldwide, implementation follows the Defense and Security Council’s decisions;

- When complex situations arise in national security, social order, and safety; crime prevention and control; participation in disaster response, accident remediation, epidemic control, the use of armed forces is regulated by the Government.
