Official Pay Scale for Positions Held by Officials and Public Employees Under the Salary Reform Effective July 1, 2024: When Will It Be Available?
02 Official Salary Tables by Job Position for officials and public employees when implementing salary reform from July 01, 2024, when will they be available?
Recently, the National Assembly passed the Resolution on the Economic and Social Development Plan for 2024, which includes content related to salary reform according to Resolution 27 starting from July 01, 2024.
Salary reform will be implemented from July 01, 2024, in accordance with Resolution 27-NQ/TW of 2018.
According to the spirit of Resolution 27-NQ/TW of 2018, the salary reform will build 05 new salary tables based on job positions, titles, and leadership positions to replace the current salary system; transition from the old salary to the new salary, ensuring it is not lower than the current salary applied to officials and public employees and armed forces, including:
| Salary Table 01: Position-based salary table applied to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central level to the commune level.
Salary Table 02: Professional and operational salary table according to official ranks and professional titles applied generally to officials and public employees not holding leadership titles. || --- |
As mentioned above, the National Assembly has only approved the timing of the salary reform. Currently, there is no official specific information about the official salary tables based on job positions when implementing the salary reform from July 01, 2024.
It is expected that the 02 official salary tables based on job positions applied to officials and public employees when implementing the salary reform may be officially promulgated before or after July 01, 2024. If the new salary tables are promulgated after July 01, 2024, they can still be applied from July 01, 2024.
02 official salary tables based on job positions for officials and public employees when implementing the salary reform from July 01, 2024, when will they be available?
Based on what factors are the 02 new salary tables from July 01, 2024, when implementing the salary reform of official positions built?
According to the spirit of Resolution 27-NQ/TW of 2018, the salary reform includes the construction of 05 new salary tables based on job positions for officials and public employees and armed forces, designed based on the following 05 factors:
- Abolish the statutory pay rate and current salary coefficients, establish the basic salary in the new salary tables with specific monetary amounts.
- Implement uniform labor contract policies according to the Labor Code (or service provision contracts) for those performing administrative tasks and services (requiring education below the intermediate level), not applying the salary tables of officials and public employees to these subjects.
- Determine the minimum salary for officials and public employees in the public sector to be equal to the salary of workers performing jobs requiring intermediate level education (rank 1), not lower than the minimum salary for trained workers in the enterprise sector.
- Expand the salary relationship as a basis to determine specific salary amounts in the salary system, gradually approaching the salary relationships of the enterprise sector in line with state resources.
- Perfect policies for regular salary increases and before-term salary increases for officials and public employees and armed forces in accordance with the new salary tables.
How are the current 06 salary tables according to Decree 204/2004/ND-CP?
According to Article 5 of Decree 204/2004/ND-CP, there are 07 salary tables applied to officials and public employees and armed forces as follows:
- Table 01: Senior expert salary table.
- Table 02: Professional and operational salary table for officials in state agencies (including officials holding titles by election subject to rank-based salaries, administrative officials receiving leadership allowance, and officials at communes, wards, and commune-level towns).
- Table 03: Professional and operational salary table for officials and public employees in state public service providers.
- Table 04: Administrative staff salary table in state agencies and state public service providers.
- Table 06: Military rank salary table for officers of the People's Army; officers and non-commissioned officers of the People's Public Security.
- Table 07: Professional soldier salary table in the People's Army and technical specialists in the People's Public Security.
+ Cipher workers in the cipher organization, depending on the subject, are ranked according to the military rank salary table of the People's Army (Table 6) with the highest salary of the rank of Lieutenant General (except officers of the People's Army and People's Public Security seconded and concurrently serving) and the professional soldier salary table in the People's Army (Table 7).
+ Workers in agencies, units under the armed forces and cipher organization apply the salary scales and tables stipulated in state-owned companies.
