(2) From 2021 to 2025 and vision to 2030

a) For the public sector

- From 2021, apply a new unified salary policy for officials and public employees, armed forces throughout the entire political system.

- In 2021, the lowest salary for officials and public employees will be the average minimum wage of all regions in the enterprise sector.

- Periodically adjust the salary level in line with the consumer price index, economic growth rate, and the state budget capacity.

- By 2025, the lowest salary for officials and public employees will be higher than the average minimum wage of all regions in the enterprise sector.

- By 2030, the lowest salary for officials and public employees will be equal to or higher than the highest regional minimum wage in the enterprise sector.

b) For the enterprise sector

- From 2021, the State will periodically adjust the regional minimum wage based on the recommendations of the National Wage Council. Enterprises will implement salary policies based on negotiations and agreements between the employer and the employees and their representatives; the State will not directly intervene in enterprise salary policies.

- Manage labor and salaries in state-owned enterprises through a wage cost contract method linked with the enterprise's production and business tasks until 2025 and move towards contracting production and business tasks of the enterprise from 2030.

Simultaneously, at the 6th session of the 15th National Assembly, the report of the Government of Vietnam on the implementation results of the socio-economic development plan for 2023 and the projected socio-economic development plan presented by the Prime Minister at the 6th session of the 15th National Assembly, the Government of Vietnam stated that the regional minimum wage level and salary policy for the enterprise sector would continue to be adjusted according to regulations.

From 2025 onwards, continue to adjust salaries with an average annual increase of 7% for officials and public employees, armed forces until the lowest salary is equal to or higher than the lowest regional minimum wage level 1 in the enterprise sector.

Based on Resolution 104/2023/QH15, officially from July 1, 2024, a comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW in 2018.

In the spirit of Resolution 27-NQ/TW in 2018, during salary reform, two new pay tables will be developed for officials and public employees according to job positions, titles, and leadership positions to replace the current pay scales system; rearrange old salaries to new salaries ensuring they are not lower than the current salaries.

However, at present, there is no official document on the two specific new pay tables applicable to officials and public employees during salary reform starting from July 1, 2024.

Moreover, Resolution 27-NQ/TW in 2018 clearly stipulates the principles for developing 2 salary tables for officials and public employees as follows:

Pay Table 01: Leadership position salary table applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from central to communal level.

- The leadership salary level must reflect the hierarchy within the political system; one who holds a leadership position enjoys the corresponding salary, if holding multiple positions, enjoys the highest leadership salary; equivalent leadership positions have the same salary level; the salary for the superior leader must be higher than that for the subordinate leader;

- A single leadership salary level for each equivalent position; no distinction between ministries and central authorities, committees, and equivalents at the central level when constructing the leadership salary table at the central level; no distinction in leadership salary levels for the same leadership title according to the classification of local administrative units but instead implement through allowance policies. The classification of equivalent leadership positions in the political system for designing the leadership salary table is decided by the Politburo after reporting to the Central Executive Committee.

Pay Table 02: Professional and occupational salary table according to official ranks and professional titles applicable to officials and public employees who do not hold leadership titles.

- Each official rank, professional title for public employees has multiple salary levels based on the principle: the same complexity of work means the same salary; for working conditions higher than normal and professional incentives, implementation is through occupational allowance policies; re-classify rank groups and the number of levels within official ranks, professional titles for public employees to encourage officials and public employees to improve their professional qualifications.

- Appointment to official ranks or professional titles linked with job positions and the structure of official ranks, professional titles managed by the agency, organization, or unit managing officials and public employees.

What factors are involved in developing new pay tables for officials and public employees?

Based on Subsection 3, Section II of Resolution 27/NQ-TW in 2018, five factors in developing new pay tables for officials and public employees include:

- Abolish the statutory pay rate and current salary coefficients, construct a basic salary level with a specific monetary value in the new pay tables.

- Uniformly implement labor contract policies according to the Labor Code (or service provision contract) for those carrying out support tasks (requiring qualifications below intermediate level), not applying the officials and public employees pay tables to these individuals.

- Determine the lowest salary level for officials and public employees in the public sector as the salary for those performing tasks requiring intermediate level training (level 1) not lower than the lowest wage for trained labor in the enterprise sector.

- Expand the wage relationship as the basis for determining specific wages in the pay table system, gradually aligning with the wage relationship in the enterprise sector consistent with the state's resources.

- Improve policies for regular salary increments and early salary increases for officials and public employees, and armed forces in line with the provisions of the new pay tables.
