I have organized a weekly self-study plan and registered for online courses related to the work field. Moreover, I have sought guidance from more experienced colleagues to improve my skills. I commit to continuous learning and professional enhancement.

How much is the membership fee for an oversea CPV member?

Based on Subsection 5, Section 1, Part B of the Regulation on membership fees policies issued with Decision 342/QD-TW of 2010, there are provisions about the subject and monthly membership fees payment. To be specific:

The monthly income for party members to calculate membership fees includes: salary, some allowances; wages; subsistence allowance; other income. members of Communist Party of Vietnam who can determine regular income pay membership fees based on a percentage (%) of their monthly income (not deducting personal income tax); members who find it difficult to determine their income are set a specific monthly payment rate for each type of subject.

5- members of Communist Party of Vietnam residing, studying, or working abroad

5.1- members of Communist Party of Vietnam working at Vietnamese representative agencies abroad; members who are overseas students sponsored by foreign agreements or funded by the state budget pay membership fees at 1% of their monthly subsistence allowance.

5.2- members of Communist Party of Vietnam studying abroad at their own expense; members going abroad for labor export; members abroad with families, freelance members, pay a monthly amount ranging from 2 to 5 USD.

5.3- members of Communist Party of Vietnam who are owners or co-owners of enterprises, commercial areas, service shops, pay a minimum monthly amount of 10 USD.

Based on Article 23 of the Regulation on the management of financial, union assets, collection, distribution of union revenue, rewards, and penalties for the collection, submission of union finance issued with Decision 1908/QD-TLD of 2016, the subjects, amount to be paid, and salary base for calculating union fees are specified as follows:

Members at grassroots unions in state agencies; Political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations; units of the people's armed forces; public service providers receiving wages according to state-regulated salary scales and ranks: monthly union fees are 1% of the salary basis for social insurance contributions as per social insurance law regulations.

The salary basis for social insurance contributions is the position salary, grade salary, salary under a labor contract, work contract, and allowances for position, seniority exceeding frames, and seniority profession. When the salary basis for social insurance contributions changes, the salary basis for calculating union fees changes according to social insurance law regulations.

  1. Members in state enterprise grassroots unions (including unions of joint-stock companies with the state holding a controlling stake): monthly union fees are 1% of net salary (salary after deductions for social insurance, health insurance, unemployment insurance, personal income tax), but monthly union fees do not exceed 10% of the statutory pay rate defined by the state.
  1. Members in non-state enterprise grassroots unions (including unions of joint-stock companies where the state does not control shares); non-public service units receiving non-government salary; Union of Cooperatives; foreign organizations, international organizations operating in Vietnam; foreign executive offices in business cooperation contracts in Vietnam; union members working abroad: monthly union fees are 1% of the salary basis for social insurance contributions as per social insurance law, but monthly union fees do not exceed 10% of the statutory pay rate defined by the state.
  1. Grassroots unions in Clauses 2 and 3 of this Article may collect union fees from members monthly at 1% of net salary (salary after deductions for social insurance, health insurance, unemployment insurance, personal income tax) or set a higher collection rate than 1% of the salary basis for social insurance contributions if agreed by the expanded grassroots union executive committee (from union team leader upwards) through a resolution, documented and specified in the internal expenditure regulation of the grassroots union. The additional union fee collected compared to the regulation in Clauses 2 and 3 of this Article is retained 100% for the grassroots union to supplement operation conformably; when reporting the settlement, the grassroots union must separately branch the additional union fee amount according to the prescribed form to have a basis for calculating the payable amount to the higher level.
  1. Members in trade unions, grassroots unions of enterprises where it is difficult to determine the salary basis for union fees; union members not eligible for social insurance contributions: pay union fees at a determined rate but the lowest rate is 1% of the statutory pay rate as defined by the state.
  1. Union members receiving Social Insurance benefits from 01 month or more, during the benefit period not required to pay union fees; unemployed union members, without income, taking personal leave from 01 month or more without wages, during such period not required to pay union fees.

Additionally, based on the regulation in Article 45 Charter of the Communist Party of Vietnam 2011 as follows:
