According to Article 2 of the Charter of the Communist Party of Vietnam 2011, a CPV member has the following duties:
- Absolute loyalty to the revolutionary goals and ideals of the Communist Party, strictly complying with its Political Platform, Charter, resolutions, and directives, as well as the laws of the State; completing assigned tasks diligently; and obeying absolutely the assignments and mobilization by the Communist Party.
- Continuously learning and training to enhance knowledge, work capabilities, political qualifications, revolutionary ethics, and maintaining a healthy lifestyle; combating individualism, opportunism, parochialism, bureaucracy, corruption, waste, and other negative phenomena. Complying with Central Committee regulations on actions prohibited for party members.
- Maintaining close contact with the people, respecting and promoting the people's right of ownership; taking care of the material and spiritual life and protecting the legitimate rights of the people; actively participating in community work and social activities at the workplace and place of residence; promoting family and public adherence to the policies and laws of the Communist Party and State.
- Participating in building and protecting the policies, direction, and organization of the Communist Party; abiding by discipline, maintaining unity and solidarity within the Communist Party; regularly self-criticizing and critiquing, being honest with the Communist Party; engaging in party membership development; attending party meetings, and paying CPV membership fees in accordance with regulations.

What are regulations on CPV membership fee payment in Vietnam?
Based on Section 1 Part B of the Regulation on CPV membership fee policies issued along with Decision 342/QD-TW of 2010, the regulations on subjects and monthly CPV membership fee rates are specified.
Monthly income of party members for calculating CPV membership fees includes: salary, certain allowances; wages; subsistence fees; other income. CPV members who can determine their regular income pay CPV membership fees according to a percentage (%) of their monthly income (before personal income tax deduction); those who cannot determine their income have a set monthly fee depending on the category.

What are regulations on CPV membership fees allocated and submitted in Vietnam?
Based on Subsection 1, Section 2, Part B of the Regulation on CPV membership fee policies issued with Decision 342/QD-TW of 2010, the regulations on the allocation and submission of collected CPV membership fees are specified.
(1) In the country
a) Branches under the grassroots party committee retain 30% to 50%, and remit 50% to 70% to the higher committee.
b) Grassroots party organizations in communes, wards, commune-level towns retain 90%, remit 10% to the higher committee.
c) Other Communist Party organizations retain 70%, remit 30% to the higher committee.
d) Higher-level committees retain 50%, remit 50% to the higher committee.
(2) Abroad
Branches under foreign party committees retain 30%, remit 70% to the higher committee. The party committee in the host country retains 50%, remits 50% to the Foreign Party committee.
CPV membership fees collected abroad are submitted 100% to the Central Office of the Communist Party.
Note: Party committees under provincial, municipal committees remit 50% to the financial body of the provincial, municipal committee.
Party committees under the Central Committee, the Central Military Party Committee, the Central Public Security Party Committee retain 50%, remit 50% to the Central Office of the Communist Party.
