What is the membership fee for members of Communist Party of Vietnam who are entitled to social insurance benefits?
Based on Section 1 Part B Regulations on membership fee Policies issued with Decision 342/QD-TW 2010, there are provisions regarding subjects and monthly membership fee levels. To be specific:
Subjects and Monthly membership fee Levels for Party Members
Monthly income for calculating membership fees includes: salary, some allowances; wages; living allowances; other income. members of Communist Party of Vietnam who can determine regular income pay membership fees according to a percentage (%) of monthly income (excluding personal income tax); members who find it difficult to determine income are specified a fixed monthly fee for each type of subject.
1- members of Communist Party of Vietnam in government agencies, political organizations, political-social organizations, armed forces units: monthly membership fees are 1% of salary, allowances; wages; living allowances.
2- members of Communist Party of Vietnam who are entitled to social insurance benefits: monthly membership fees are 0.5% of the social insurance salary.
3- members of Communist Party of Vietnam working in enterprises, public service providers, economic organizations: monthly membership fees are 1% of salary, wages, and other income from the salary fund of the unit.
4- Other members of Communist Party of Vietnam in the country (including agricultural, rural members, members who are students...): membership fees range from 2,000 VND to 30,000 VND/month. For members beyond working age, fees are 50% of members within working age.
5- members of Communist Party of Vietnam living, studying, working abroad
5.1- members of Communist Party of Vietnam working at Vietnamese representative agencies abroad; members are students under agreements sponsored by foreign countries or funded by the state budget pay membership fees of 1% of monthly living allowances.
5.2- members of Communist Party of Vietnam studying abroad self-financed; members working overseas; members accompanying family, free-status living members, fees range from 2 to 5 USD monthly.
5.3- members of Communist Party of Vietnam owning or co-owning businesses, trade zones, service stores, the minimum monthly fee is 10 USD.
6- Encouraging members of all the above subjects to voluntarily pay higher membership fees than the prescribed level but must be approved by the branch committee.

Thus, members of Communist Party of Vietnam who are entitled to social insurance benefits will be subject to a monthly membership fee of 0.5% of the social insurance salary.
How are membership fees managed and used in Vietnam?
Based on sub-section 2 Section 2 Part B Regulations on membership fee Policies issued with Decision 342/QD-TW 2010, the management and use of membership fees are regulated as follows:
- Communist membership fees retained at any level are used to balance the financial resources for party work at that level. For district, town, provincial committees directly under the Central Government; the Central Military Commission, the Central Public Security Commission, and the central party finance agencies, collected membership fees retained are not included in the regular expense budget of the agency or unit but are allocated to the Communist Party reserve fund at that level; the reserve fund is used to supplement the activities of the committee, support operational funding for affiliated party organizations facing difficulties; the party committee decides on spending from the reserve fund.
- Committees at all levels are responsible for summarizing the collection, payment, and use of membership fees at their level and the whole party committee, compiling reports to send to the higher-level committee. The Office of the Central Communist Party is responsible for summarizing the collection, payment, and use of membership fees of the entire Communist Party, reporting to the Central Committee.
What are the responsibilities and competencies in Self-assessment?
Based on Article 8 Regulation 124-QD/TW 2023, responsibilities and competencies in self-assessment are regulated as follows:
- For party committees, party organizations, collective leadership, management, and heads:
+ Lead, direct, and guide the implementation and are responsible for the annual self-assessment results at their localities, organizations, agencies, or units.
+ Require additions to self-assessment contents for collectives and individuals under their management when necessary.
+ Direct the construction of improvement plans for limitations, weaknesses, and shortcomings after self-assessment.
- For individuals:
+ Promote the spirit of self-criticism and criticism, emphasize responsibility, and exemplarity in self-assessment.
+ Honestly, frankly, objectively evaluate the contents according to regulations.
- The direct superior committee is responsible for directing, monitoring, guiding, checking, supervising, and verifying the self-assessment results of the subordinate according to management decentralization; promptly suggest self-assessment for organizations and individuals.
