In Form 02A (Self-assessment for individuals not holding leadership or management positions) and Form 02B (Self-assessment for individuals holding leadership or management positions) issued in accordance with Guidance 25-HD/BTCTW of 2023, the section on limitations, weaknesses, and causes in the year-end self-assessment for members of Communist Party in Vietnam can be referenced as follows:

What are bases for calculating membership fees for members of Communist Party in Vietnam?
According to Section 1, Part B of the Regulations on Party Fee Policies issued with Decision 342/QD-TW of 2010, there are regulations on subjects and monthly party fee levels. To be specific:
Subjects and monthly party fee levels for party members
Monthly income of party members for calculating membership fees includes: salary, certain allowances; wages; living allowances; other income. CPV members that have determined regular incomes pay membership fees based on a percentage (%) of their monthly income (excluding personal income tax); party members who have difficulty determining income follow specific monthly fee levels for each type of subject.
1- CPV members in administrative agencies, political organizations, political-social organizations, armed forces units: pay a monthly party fee of 1% of salary, certain allowances; wages; living allowances.
2- CPV members receiving social insurance salaries: pay a monthly party fee of 0.5% of the social insurance salary.
3- CPV members working in enterprises, public service providers, economic organizations: pay a monthly party fee of 1% of salary, wages, and other incomes from the unit's salary fund.
4- Other domestic CPV members (including agricultural, rural party members, students…): pay a party fee from 2,000 VND to 30,000 VND/month. For party members beyond working age, the fee is 50% of the fee for those within working age.
5- CPV members living, studying, or working abroad
5.1- CPV members working in Vietnamese representative agencies abroad; party members are scholarship students sponsored by foreign agreements or supported from the state budget pay a party fee of 1% of monthly living allowances.
5.2- CPV members self-funded studying abroad; party members going for labor export; party members joining family, freelance business activities pay a monthly fee of 2 to 5 USD.
5.3- CPV members who are owners or co-owners of enterprises, commercial zones, service stores pay a minimum monthly fee of 10 USD.
6- Party members are encouraged to voluntarily pay higher membership fees than the regulated level but must get approval from the party cell.
CPV members with especially difficult circumstances, if there is a request for exemption or reduction in party fee levels, will have their case considered by the party cell and reported to the grassroots party committee for a decision.
Therefore, CPV members pay membership fees based on the following incomes:
- Salary
- Certain allowances
- Wages
- Living allowances
- Other income
What are procedures for collection and submission of membership fees in Vietnam?
According to Subsection 1, Section 2, Part B of the Regulations on Party Fee Policies issued with Decision 342/QD-TW of 2010, the collection and submission of membership fees collected is specified as follows:
- Domestically:
+ Subordinate cells under local party committees are allowed to retain between 30% to 50%, submitting 50% to 70% to upper-level party committees.
+ Local grassroots party organizations in communes, wards, and commune-level towns retain 90%, submitting 10% to upper-level party committees.
+ Other Communist Party organizations retain 70%, submitting 30% to upper-level party committees.
+ Each upper-level unit retains 50%, submitting 50% to upper-level party committees.
- Abroad:
Party cells affiliated with overseas party committees retain 30%, submitting 70% to upper-level party committees. Host country's Communist Party committees retain 50%, submitting 50% to the Foreign Communist Party Committee.

- Communist Party committees directly under provincial or city people's committees submit 50% to the financial departments of those committees. The party committees directly under the Central, the Central Military Party Committee, the Central Public Security Party Committee retain 50%, submitting 50% to the Central Communist Party office.
