What are the tasks and powers of the Vice-Chairpersons of the National Assembly of Vietnam?

Under Article 65 of the Law on Organization of the National Assembly 2014, Vice-Chairpersons of the National Assembly shall assist the Chairperson of the National Assembly in performing tasks as assigned by the latter. When the Chairperson of the National Assembly is absent, a Vice Chairperson authorized by the Chairperson shall perform the tasks and exercise the powers of the latter.

The current list of the Vice-Chairpersons of the National Assembly of Vietnam includes:

(1) Permanent Vice-Chairperson Tran Thanh Man

(2) Vice-Chairperson Nguyen Duc Hai

(3) Vice-Chairperson Nguyen Khac Dinh

(4) Vice-Chairperson Tran Quang Phuong

Recently, Permanent Vice-Chairperson Tran Thanh Man was assigned to run the National Assembly after Mr. Vuong Dinh Hue stepped down as the Chairperson of the National Assembly.

In the afternoon of May 2, the National Assembly held an extraordinary session to conduct relief from duty of the Chairperson of the National Assembly and dismiss the XV National Assembly deputy for Mr. Vuong Dinh Hue.

The Standing Committee of the National Assembly unanimously assigned Mr. Tran Thanh Man, Standing Vice Chairperson of the National Assembly to run the Standing Committee of the National Assembly and the National Assembly pending personnel consolidation.

Mr. Tran Thanh Man is 62 years old, from Hau Giang; Ph.D. in Economics. He was an alternate member of the X National Assembly, a member of the Central Committee of the XI-XIII National Assembly; Secretary of the XII CPV Central Committee; a member of the XIII Politburo; and a deputy of the XII-XV National Assembly.

Before being elected as Vice Chairperson of the National Assembly in April 2021, Mr. Man served as Chairperson of the Can Tho City People's Committee, Secretary of the CPV Committee of Can Tho City, and Chairperson of the Central Committee of the Vietnam Fatherland Front.

What are the salaries currently paid to the Vice-Chairpersons of the National Assembly of Vietnam?

According to Section II, the salary table of leadership titles issued together with Resolution 730/2004/NQ-UBTVQH11 (supplemented by Clause 3, Article 1 of Resolution 973/2015/UBTVQH13), the Vice-Chairpersons of the National Assembly of Vietnam have 2 levels of salary coefficient, 10.40 and 11.00.

The current salaries of Vietnamese officials and public employees will be calculated by the following formula:

Salary = statutory pay rate x Salary coefficient

Under the provisions of Clause 2 Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 VND/month.

Thus, the salaries currently paid to the Vice-Chairpersons of the National Assembly of Vietnam shall be 18,720,000 VND and 19,800,000 VND (excluding allowances).

*Note: From July 1, 2024, upon salary reform, the statutory pay rate will be abolished and the base pay shall be specified in the new payroll applicable to the Vice-Chairpersons of the National Assembly of Vietnam.

What are the standards of the Vice-Chairpersons of the National Assembly of Vietnam?

Under subsection 2.11 Section 2 of Chapter I of Regulation 214-QD/TW of 2020, the standards of the Vice-Chairpersons of the National Assembly of Vietnam are specified as follows:

(1) General standards

The general standards are mentioned in Section 1, Part I, Regulation 214-QD/TW of 2020 as follows:

- Politics and ideology:

+ Be absolutely loyal to the interests of CPV, the State - the nation, and the people; insist on Marxism-Leninism, Ho Chi Minh's thought, the goal of national independence and socialism, and the CPV's renovation line.

+ Have strong political stances, viewpoints, and bravery; resolutely protect the ideological foundation, the CPV's platform, the CPV's line, the Constitution, and the laws of the state; fight against wrong and hostile views

+ Have a passionate, deep patriotism; always put the interests of CPV, the nation, and the people above the interests of sectors, localities, agencies, and individuals; and be willing to sacrifice for the revolutionary cause of CPV, for the independence and freedom of the Fatherland, and for the happiness of the people.

+ Absolutely comply with the assignment of the organization and feel secure in the work.

+ Strictly maintain the discipline of speech by the CPV's principles and regulations.

- Ethics and lifestyle:

+ Be exemplary of moral qualities; live honestly, humbly, sincerely, purely, simply, and tolerantly; and need thrift, integrity, fairness, and impartiality; do not get ambition for power; be an enthusiastic and highly responsible worker; be a center of solidarity that is exemplary in all aspects.

+ Do not commit corruption, waste, opportunity, profit; resolutely fight to prevent and repel the deterioration of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" internally, bureaucracy, corruption, negativity, waste, rights, and group interests; absolutely do not profiteer and do not let relatives and acquaintances take advantage of their positions and powers for profit.

+ Strictly observe the CPV's organizational and disciplinary principles, particularly the principles of democratic centralization, self-criticism, and criticism; properly and fully exercise their powers and responsibilities and direct the strict implementation of principles, regulations, and procedures on cadre work; tenaciously combat manifestations and deeds in cadre work that are contrary to CPV and State regulations.

- Qualifications:

Have bachelor's degree or advanced political reasoning; state management of senior specialists or equivalent; appropriate foreign language and computer skills.

- Competence and prestige:

+ Have an objective, comprehensive, dialectical, and historically specific perspective; innovative thinking; strategic vision; scientific working methods; political acumen; have the ability to concretize and lead, direct, and organize the effective implementation of CPV's guidelines, guidelines, and policies, as well as the state's laws; and have the ability to summarize practice, conduct theoretical research, analyze data, and forecast effectively.

+ Firmly grasp the general situation and comprehensively understand the fields, areas, localities, agencies, and units assigned to manage and take charge.

+ Seize opportunities quickly; detect contradictions, challenges, new problems, difficult problems, limitations, and weaknesses in practice; and propose feasible and effective duties and solutions proactively.

+ Be dynamic, creative, industrious, and hardworking; dare to think, dare to do, and dare to take responsibility; have strong political determination, act decisively, and dare to face difficulties and challenges; saying goes hand in hand with doing; have outstanding achievements; specific results and "products" that contribute significantly to the development of industries, localities, agencies, and units; and be closely associated with the people and for the people.

+ Be the nucleus that gathers and promotes the political system's synergy; be highly trusted and trusted by ministers, CPV members, and the general public.

- Health, age, and experience:

+ Be physically fit to perform duties; ensure the age of appointment and introduction of candidates is by CPV rules.

+ Have had experience with and successfully performed the responsibilities and duties of the title of leader and key manager of direct subordinates; have extensive practical experience.

(2) Specific standards:

- Fully meet the general standards of members of the Politburo, the Secretariat or members of the Central Committee of CPV;

- Have the following qualities and competencies:

+ Have an extensive understanding of Vietnamese law, international law, and practices.

+ Master necessary knowledge in the fields of socio-economy, defense, security, and foreign relations of the country and have an extensive understanding of assigned fields;

+ Be capable of concretizing the CPV's guidelines, lines, and resolutions into the State's laws and directing the effective implementation and law enforcement supervision;

+ Be able to detect limitations and weaknesses in the field in charge and propose solutions;

+ Be a typical representative regarding the will and aspirations of all classes of people;

- Be able to manage sessions of the National Assembly and the Standing Committee of the National Assembly;

- Be an official member of the Central Committee of CPV for a full term, and experience and successfully perform tasks in key leadership positions at the provincial level or key central departments, ministries, central authorities, and unions.
