According to the provisions in Appendix I of Decree 86/2023/ND-CP, the conditions to be considered for the title of Family of Culture in Vietnam are as follows:

	2. Participate in charity and humanitarian movements; Gratitude; Encourage learning, encourage talent and build a learning family
	3. Participate in community activities at your place of residence
	4. Actively participate in economic, cultural and social development movements organized by the locality
	5. People of working age actively work and have a legitimate income

2. Cases ineligible to be considered for the title of Family of Culture in Vietnam

According to the provisions of Clause 4, Article 6 of Decree 86/2023/ND-CP, the cases in which the title of Family of Culture will not be considered are as follows:

Family members who violate one of the following cases will not be considered for the title "Family of Culture":

- Be prosecuted for criminal liability;

- Failure to complete military service and tax payment obligations;

- Be penalized for administrative violations regarding: acts of child marriage, organization of child marriage, violating regulations on marriage, divorce, and violating the monogamous marriage regime;

- Administrative sanctions for: violation of public order regulations; illegal gambling; prevention of social evils; fire prevention; fighting; rescue; and domestic violence prevention and control.

Thus, to be considered for the title of Family of Culture, it is necessary to meet the following standards: exemplary compliance with the Party's guidelines and policies and the State's laws; family that is harmonious, happy, and progressive; Organize labor, production, and business to achieve productivity, quality, and efficiency. Cases that are not considered gifts include: violating the law, not fulfilling obligations, child marriage, domestic violence, social evils...

3. What are the procedures for awarding the title of Family of Culture in Vietnam?

According to the provisions of Article 7 and Article 8 of Decree 86/2023/ND-CP, the process of considering and awarding the title of Family of Culture is as follows:

Dossier to request consideration for awarding the title "Family of Culture" includes:

- Written request for consideration of awarding the title "Family of Culture" (Form No. 01);

- Summary table of list of households meeting standards and results of public opinion collection (Form No. 02);

- Minutes of meeting to review the title "Family of Culture" (Form No. 03).

Procedure for awarding the title of Family of Culture

The order and procedures for considering and awarding the title "Family of Culture" are as follows:

- Village heads and residential group leaders organize implementation in the following order:

+ Chair and coordinate with the Head of the Front Working Committee and mass organizations at the same level to organize meetings and evaluate the level of meeting standards of each household within the scope of management.

+ Compile a list of eligible households to request donation consideration and publicly announce it on a public bulletin board or other forms (if any) to get people's opinions within 10 days.

+ After the deadline for collecting opinions, prepare documents as prescribed in Clause 1 of Article 7 of Decree 86/2023/ND-CP and submit them to the Chairman of the Commune People's Committee for decision.

- Within 10 days from the date of receiving complete documents as prescribed, the Chairman of the Commune People's Committee decides to award the title "Family of Culture" (Form No. 10 of Appendix IV attached to Decree 86/2023/ND-CP).

Thus, the process of considering and awarding the title of Family of Culture will be organized and implemented by the Village Head and the Head of the Residential Group based on a dossier including an application and a summary of the list of qualified households; Then, collect people's opinions and open a meeting to review the title. The village head and residential group leader will preside over the evaluation and synthesis of the list of eligible families and publicly collect people's opinions within 10 days. Then prepare a dossier and submit it to the Chairman of the Commune People's Committee for decision within 10 days of receiving the complete dossier.

Decree 86/2023/ND-CP takes effect on January 30, 2024.
