TCVN 6666:2022 stipulates technical requirements for filter cigarettes as follows:

Physical specifications of wax paper grafted with cigarette filters
- Aluminum foil used to package cigarettes, meeting the requirements of TCVN 7264
- Sensory requirements for filter cigarettes:
+ External shape: The cigarette has a cylindrical shape with a flat cross-section
+ Aroma, taste, weight, and color of tobacco fibers: characteristics of the product
+ Flammability level: The manufacturer self-declares depending on the product
- Additives: Use additives during the production of filter cigarettes according to current regulations, if any.
In cases where there are no regulations on additives for use in the production of filter cigarettes, the manufacturer's published standards shall be followed.
- Safety criteria: Maximum content limit of tar (non-nicotine dry particulate matter) and nicotine in filter cigarettes: according to current regulations.
According to TCVN 6666:2022, regulations on packaging, labeling, transportation, and storage of filter cigarettes are as follows:
- Packaging: filter cigarettes are packaged in three layers of material: an aluminum layer, a label paper layer, and a cellophane layer (or in appropriate packaging).
- Labeling: The labeling of health warnings on filter cigarette packaging must comply with current regulations.
The number of cigarettes must be written on the cigarette pack. On the medicine carton and on the medicine package, write the number of medicine packs.
- Storage: Store filter cigarettes in a dry, clean place without strange odors. Cigarette boxes must be placed on shelves or platforms 20 cm from the floor and 50 cm from the wall. Cigarettes should be stored in an environment with a temperature between 20 °C and 25 °C and air with a relative humidity of 60% to 70%.
- Transportation: Vehicles transporting filter cigarettes must be dry, clean, and free of strange odors. When loading and unloading the product, be gentle to avoid damaging the cigarettes.
