Ho Chi Minh City People's Committee proposes a maximum increase in income expenditure of 1.8 times the salary level, rank, and position, and an increase in income expenditure not to exceed 0.8 times the basic salary fund of cadres, civil servants, public employees, and workers under the city's management.
Specifically, in the last 5 months of 2023, the maximum increased income expenditure coefficient is 0.8 times compared to the salary of grade and position for subjects receiving increased income expenditure according to the coefficient based on salary according to rank, grade, and position.
For subjects receiving additional income at a specific level, the maximum payment is 3 million VND/person/month.
From 2024 to the end of the pilot period of Resolution 98/2023/QH15, the Ho Chi Minh City People's Committee submits to the City People's Council to decide on the level of increased income expenditure according to the coefficient and specific amount in the annual budget estimate.
Funding for additional income expenditures, according to Resolution 98/2023/QH15, comes from the remaining salary reform implementation source of the city budget. Specifically, in the last 5 months of 2023, implementation funding from salary reform will be balanced in the 2023 estimate.
From 2024 to the end of the pilot period, according to Resolution 98/2023/QH15, based on the remaining salary reform resources of the city budget and the basic salary fund of officials and civil servants, officials, and workers under the scope of management, the Ho Chi Minh City People's Committee submits to the City People's Council an estimate for increased income expenditure in the budget estimate.

The payment of increased income for cadres, civil servants, and public employees in the area has been implemented by Ho Chi Minh City since 2018, according to Resolution 03/2018/NQ-HDND of the City People's Council, when Ho Chi Minh City implements Resolution 54/2017/QH14. Unlike Resolution 03/2018/NQ-HDND, this new resolution has expanded the subjects eligible for increased income spending.
In addition to officials, civil servants, and public employees of state agencies, political organizations, socio-political organizations, and public service units managed by the city, as well as part-time workers at the ward, commune, and town levels in the area, this time Ho Chi Minh City expands four groups of subjects to enjoy increased income, including:
(1) National Assembly delegates work full-time under the Ho Chi Minh City National Assembly Delegation.
(2) People working under a labor contract with an agency, organization, or unit directly signing a labor contract to perform support and service work according to the provisions of law belonging to the state management sector, political organizations, socio-political organizations, public service units, some associations with specific characteristics managed by the city, and a number of central agencies in the city.
(3) People are recruited to work according to the assigned payroll quota in associations with specific characteristics in the area that have been assigned by competent authorities to the number of workers and operating budget according to the law.
(4) Civil servants working at central agencies in Ho Chi Minh City (Department of Foreign Affairs; City Statistics Department and district-level Statistics Branches; Market Management Department; City People's Court and District People's Court; City People's Procuracy and District People's Procuracy; City Civil Judgment Enforcement Department and District-level Civil Judgment Enforcement Department; State Bank Branch in the city; City Tax Department and direct Tax Departments under; City Customs Department and affiliated Customs Branches; City State Treasury and district State Treasury; City Social Insurance).
