On September 15, 2023, the Prime Minister issued Official Telegram 825/CD-TTg implementing the direction of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting.
In recent times, there have been many tragic incidents of fire in karaoke bars, apartments, apartments, confectionery factories... all over the country. These include extremely serious incidents, leaving serious consequences for health, life and property.
Thoroughly grasping the instructions of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting, guidance and information, to widely propagate so that people can increase their vigilance and respond promptly to prevent fires and explosions from occurring, especially in the upcoming dry season, the Prime Minister requests:
(*) Ministers, Heads of ministerial-level agencies, Government agencies, Presidents of People's Committees of provinces and centrally run cities:
Continue to focus on seriously implementing, drastically, and effectively directing documents of the Secretariat, the National Assembly, the Government, and the Prime Minister on fire prevention and rescue work, especially Directive 47-CT/TW in 2015 and Conclusion 02-KL/TW in 2021 of the Secretariat, Resolution 99/2019/QH14 of the National Assembly, and Directive 01/CT-TTg in 2023.
Implementation must specify the responsibilities of units, organizations, and individuals; Regularly inspect, supervise, urge, and evaluate results to consider the responsibilities of units, organizations, and individuals for not taking the implementation seriously; Each officer, civil servant, and party member must lead by example in implementing fire prevention and fighting regulations.
(*) Ministry of People's Security:
- Direct the national police force to preside over and coordinate with relevant departments, branches, and agencies to organize a general review and inspection of fire safety in apartments and multi-apartment houses, rental service business establishments with a high density of people, housing combined with production, and businesses with a high risk of fire and explosion to assess the current situation and immediately have solutions to limit the occurrence of fires and explosions and minimize damage and consequences caused by fires and explosions (complete the general review before November 15, 2023).
- Soon advise the Government and Prime Minister to organize a national online conference to evaluate the results of 08 months of implementing Directive No. 01/CT-TTg in 2023 on strengthening fire prevention and fighting in the new situation and direct urgent solutions to strengthen prevention and limit fire incidents, ensuring life and health safety for people (completed in September 2023).
(*) Ministry of Construction:
- Review legal regulations on the construction and management of multi-apartment housing and rental service establishments with high population density to research, amend, supplement, and complete; Develop and supplement fire protection standards for these types of housing. Urgently complete the revised Regulations QCVN 06:2022/BXD and individual housing standards (completed before September 30, 2023).
- Preside and coordinate with the Ministry of Public Security to urgently research solutions to prevent fires and explosions and overcome shortcomings in fire prevention and fighting for the above types; At the same time, issue guidance documents on technical solutions to remove difficulties and problems in fire prevention and fighting for other existing works and facilities; Direct units and localities to guide agencies, organizations, and individuals to implement solutions to overcome shortcomings and ensure fire safety during use (completed before October 30, 2023).
(*) Ministry of Industry and Trade:
Strengthen review and urgently promulgate or advise competent authorities to promulgate regulations on electricity management responsibilities (behind the meter). Direct the electricity industry to review and detect works, facilities, and households that do not ensure safety in using electricity to guide and advise people to ensure fire safety; Strengthen inspection and handling of violations in electricity use.
(*) Ministries, branches, People's Committees of provinces, and centrally run cities:
- Strengthening propaganda and guidance on fire prevention and fighting, especially fire prevention and escape skills for people when there are fire or explosion incidents. Information and communication agencies at the central and local levels strengthen propaganda and instruct people on escape and fire prevention skills through mass media. Propaganda and guidance content must be specific, concise, easy to understand, easy to remember, and easy to implement.
- The Ministry of Education and Training directs relevant units and educational establishments to immediately organize the teaching of fire prevention and escape skills for pupils and students.
- The Ministry of Information and Communications directs to strengthen widespread propaganda work on mass media so that people can increase vigilance and promptly respond to fire and explosion incidents; Direct network operators to send messages to mobile subscribers to propagate and advise on fire prevention measures and escape skills in case of fire or explosion.
- Vietnam Television, Voice of Vietnam and other audio and visual media spend time on time frames that are watched by many people (Priority is from 06:00 to 07:00 and from 19:00 to 21:00 every day on channels VTV1, VTV3, VOV...) to propagate and advise people on knowledge and skills to prevent fires, explosions, and escape, especially at establishments with a high risk of fire and explosion and establishments with crowded people.
(*) It is recommended that the Vietnam Fatherland Front and mass organizations:
Actively join hands to propagate and mobilize people to enhance fire safety, first of all among members and families.
(*) Chairman of People's Committees of provinces and centrally run cities:
- Rectify construction management activities, especially licensing, inspection, testing, and compliance with construction laws; attach specific responsibilities to each unit, organization, and individual in licensing and managing construction orders; Strictly handle cases of illegal and unauthorized construction.
- Direct the organization of general reviews and inspections of fire prevention and fighting safety in apartment buildings, multi-apartment houses, rental service establishments with high population density, housing combined with production, businesses at risk of fire and explosion have solutions to limit the occurrence of fire and explosion and minimize damage and consequences caused by fire and explosion. Direct and rectify state management of fire prevention and fighting, especially at district and commune levels; review and strictly handle groups and individuals that cause violations.
- Increase investment resources for fire prevention and fighting, and support the procurement of equipment for fire prevention and rescue to meet the actual situation in the locality.
Be more proactive in preventing and reducing fire damage by equipping yourself with basic knowledge of fire prevention and rescue, such as the following items:
- Fire detector, smoke alarm
Fire detectors are an important device in the automatic fire alarm system. Fire detectors help detect fires early, thereby helping to minimize damage to people and property.
- Escape hammer
Fire escape hammer is an important tool to help people escape safely in case of fire. People should equip a fire escape hammer at home so they can use it when necessary.
- Fire extinguisher
A fire extinguisher is a device used to extinguish small or newly broken-out fires. Fire extinguishers can be used in many places, such as homes, offices, factories,...
Based on the extinguishing agent, fire extinguishers can be divided into the following basic types:

- In addition, there are many other items for fire protection such as: Smoke masks, rope ladders, fire blankets, etc. Every family and every citizen should be proactive in fire prevention, equipping themselves with knowledge and fire-fighting equipment within their ability to promptly handle the unfortunate event of a fire.
