Proposal on increasing base salary of 09 group of subjects to 1.8 million VND/month in Vietnam

Hello, Lawnet would like to answer the following:

1. 09 groups of subjects will receive a base salary increase from July 1, 2023

In the Draft Decree stipulating the base salary for cadres, civil servants, public employees, and the armed forces, nine groups of subjects have been proposed to increase the base salary from July 1, 2023 (maintaining the same subjects as Decree No. 38/2019 ND-CP):

- Cadres and civil servants from the central to the district level are specified in Clauses 1 and 2, Article 4 of the Law on Cadres and Civil servants 2008 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees 2019).

- Commune-level cadres and civil servants as defined in Clause 3 and Article 4 of the Law on Cadres and Civil servants 2008 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees 2019).

- Public employees in non-business units, as defined by the Law on Public Employees 2010 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees 2019).

- Persons working under the labor contract regime in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, socio-political organizations, and armed forces (army, police, cipher) according to the provisions of Decree 111/2022/ND-CP are paid according to Decree 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees, and armed forces.

- People working in the staff quota in associations are supported by the state budget for operating expenses specified in Decree 45/2010/ND-CP on the organization, operation, and management of associations.

- Officers, professional soldiers, non-commissioned officers, soldiers, defense workers, and employees of the Vietnam People's Army.

- Officers, non-commissioned officers on salary, non-commissioned officers, conscripts, and public security workers of the People's Public Security.

- People working in cipher organizations.

- Part-time workers at communes, villages, and residential groups.

2. Proposed base salary applied from July 1, 2023

Currently, the applied base salary is 1.49 million VND/month.

The Ministry of Home Affairs has proposed to adjust the base salary for cadres, civil servants, and public employees from 1,490,000 VND/month to 1,800,000 VND/month as of July 1, 2023. (increased by 20.8%).
