On July 13, 2023, the Ministry of Home Affairs issued Decision 507/QD-BNV on the publication of internal administrative procedures among state administrative agencies under the management functions of the Ministry of Home Affairs.
Accordingly, the Ministry of Home Affairs announced 14 internal administrative procedures among state administrative agencies within the scope of management functions of the Ministry of Home Affairs, including:
(1) Procedures for considering and awarding Commemorative Award "For the cause of State Organization".
(2) Procedures for considering and awarding the medal "For the cause of emulation and commendation".
(3) Procedures for considering and awarding the Medal "For the cause of state management of Beliefs and Religions".
(4) Procedures for considering and giving Commemorative gifts "For the cause of Literature - Archives".
(5) Procedures for establishment, dissolution, merger, division, and adjustment of boundaries of administrative units.
(6) Procedures for verifying expired documents by agencies and organizations belonging to the source and storing documents into the historical archive.
(7) Procedures for assessing and classifying the quality of cadres, civil servants, and public employees.
(8) Procedures for resigning, requesting to stop holding managerial positions, or resigning from work for cadres, civil servants, and public employees.
(9) Retirement procedures for civil servants and public employees.
(10) Procedures for appointment to the rank of public employees, salary arrangements for those who complete the probationary regime.
(11) Procedures for appointment to the rank of civil servants, salary arrangements for those who complete the probationary regime.
(12) Procedures for appointment to leadership and management positions for cadres, civil servants, and public employees.
(13) Procedures for dispatching civil servants.
(14) Procedures for seconding civil servants and public employees.
Accordingly, the procedures for evaluating and ranking cadre quality are as follows:
- The order of execution:
Reporters are self-assessed, receive the rating of work results according to their assigned responsibilities and tasks according to the form No. 01 of the Appendix promulgated together with Decree 90/2020/ND-CP dated August 13, 2020 of the Government on assessment and classification of the quality of cadres, civil servants, and public employees.
- Comments and evaluations of staff:
+ Organize a collective meeting of the leaders of the agency or organization where the cadre works to comment on and evaluate the cadre. Officers present the report on self-assessment of work results at the meeting, and the members attending the meeting give comments. The opinions must be recorded in the minutes and approved at the meeting.
+ The level competent to manage cadres shall decide on the collection of comments and evaluations from agencies, organizations, and units under the leadership and direct management competence of the evaluated cadres.
+ Collect comments and assessments from the party committee at the same level where the cadres work.
- Reviewing, deciding to evaluate, and classifying the quality of staff:
+ The staffing agency of the personnel management agency shall synthesize comments and evaluate them according to the provisions of Clauses 2 and 3, Article 17 of Decree 90/2020/ND-CP on the assessment and classification of the quality of cadres, civil servants, and public employees, and related documents (if any), proposing evaluation contents and quality rating levels for cadres.
+ The level competent to manage cadres considers and decides to evaluate and grade the quality of cadres.
- Announcement of the results of the evaluation and ranking of staff quality:
+ The level competent to manage cadres shall notify the cadre in writing and publicly announce the results of quality assessment and classification in the agency, organization, or unit where the cadre works;
+ Deciding the form of publicity in the agency, organization, or unit where the cadre works, in which priority is given to the application of the form of publicity in the electronic environment.

+ Officers who make self-assessment reports receive the rating of work results according to their assigned responsibilities and tasks according to Form No. 01 of the Appendix promulgated together with Decree 90/2020/ND-CP dated August 13, 2020 of the Government on assessment and classification of the quality of cadres, civil servants, and public employees.

* Processing time:
Comply with the provisions of Article 20 of Decree 90/2020/ND-CP on the assessment and classification of the quality of cadres, civil servants and public employees. As follows:
- The time for assessing and classifying the quality of cadres, civil servants, and public employees shall be conducted before December 15 every year.
- For public non-business units operating in the fields of education, training, and a number of other fields with the end of the working year before December of each year, the heads of public non-business units decide the time of evaluation and classification of public employees' quality.

* Requirements and conditions for carrying out administrative procedures:
- Ensuring objectivity, fairness, and accuracy; no respect, oppression, favoritism, or formality; ensuring the right competence to manage and evaluate cadres, civil servants, and public employees.
- The evaluation and classification of quality must be based on the assigned responsibilities and tasks and the results of task performance, expressed through specific jobs and products; for cadres, civil servants, and public employees, leading and managing must be associated with the results of performing tasks of agencies, organizations, and units assigned to manage and take charge of them.
- For cadres, civil servants, and public employees who have worked for less than 6 months in the year, the quality assessment and classification are not carried out, but they still have to review their working time in the year, except in the case of maternity leave.
+ Cadres, civil servants, and public employees who are absent from work as prescribed by law in the year from 3 months to under 6 months still perform the evaluation but do not rate the quality at the level of completing the task well or higher.
+ Cadres, civil servants, and public employees taking maternity leave as prescribed by law, the quality ranking result in the year is the result of the quality classification of the actual working time of that year.
- The results of assessment and classification of the quality of cadres, civil servants, and public employees according to the provisions of Decree 90/2020/ND-CP are used as a basis for communication in assessing and classifying the quality of party members. .
