Pursuant to Clause 2, Article 10 of Circular 49/2022/TT-BCA, the procedures for monthly emulation grading for students in reform schools and inmates in compulsory education institutions in Vietnam are as follows:

(1) On the 25th of each month, the Classroom Teacher and the Correctional Police preside over a meeting to evaluate the compliance results of students and inmates under their charge to review and classify monthly merit;

(2) Each student and inmate self-examines their compliance with the decision, and self-declares their merit classification level. The group collectively discusses and votes by raising hands; if at least two-thirds of the attending students and inmates agree, their names are added to the proposed merit classification list;

(3) Based on the monthly review and classification results of students and inmates, the Classroom Teacher and Correctional Police propose the monthly emulation grading list, which is submitted to the relevant Division Leader for review and then reported to the Principal of the reformatory school or the Director of the compulsory education establishment for approval.

After the monthly emulation grading results are available, the Classroom Teacher and Correctional Police shall inform the students and inmates.

Note: The meeting minutes for the monthly emulation grading of students and inmates must be recorded.

If the 25th falls on a Saturday or Sunday, the meeting is held on the subsequent Monday. If the 25th coincides with a public holiday or Tet holiday, the meeting is held on the first working day after the holiday.

What are monthly emulation grades of students in reform schools and inmates in compulsory education institutions in Vietnam?

Pursuant to Article 7 of Circular 49/2022/TT-BCA, the monthly emulation grades of students in reform schools and inmates in compulsory education institutions is divided into 04 levels as follows:

04 Classification Levels: Good, Fair, Average, Poor

(1). Good Classification

For a month with 04 weeks, there must be at least 02 weeks classified as good and the remaining 02 weeks as fair, with the last week classified as good.

For a month with 05 weeks, there must be at least 03 weeks classified as good and the remaining 02 weeks as fair, with the last week classified as good.

In cases where students or inmates have just completed 03 weeks, all 03 weeks must be classified as good, or 01 week fair and 02 weeks good, with the last week classified as good.

(2). Fair Classification

For a month with 04 weeks, there must be at least 02 weeks classified as fair or better, and the remaining weeks classified as average or better, with the last week classified as fair or better.

For a month with 05 weeks, there must be at least 03 weeks classified as fair or better, and the remaining weeks classified as average or better, with the last week classified as fair or better.

In cases where students or inmates have just completed 03 weeks, all 03 weeks must be classified as fair, or 01 week good and 02 weeks fair, or the first 02 weeks good and the last week fair, or the first week average and the last 02 weeks fair or better.

(3). Average Classification

For a month with 04 weeks, if 01 week is classified as poor, the remaining 03 weeks must be classified as average or better, with the last week classified as average or better.

For months with 05 weeks, if 01 week is classified as poor, the remaining 04 weeks must be classified as average or better, with the last week classified as average or better.

In cases where students have just completed 03 weeks, all weeks must be classified as average, or the last week classified as average and the remaining weeks classified as average or better.

(4). Poor Classification

Students and inmates who do not meet the criteria for average, fair, or good classifications.

Students and inmates disciplined without noticeable improvements in the subsequent weeks of the month or quarters; students and inmates who continue to make false complaints about decisions to place them in reformatory schools or compulsory education establishments or related issues despite their complaints having been resolved as per legal regulations are classified as poor.

3. Conditions for Merit Classification

Students and inmates complying with decisions at reformatory schools or compulsory education establishments for 04 days or more are classified for the week. Students and inmates classified for 03 weeks or more are classified for the month. Students and inmates classified for 02 months or more are classified for the quarter.

The condition for monthly emulation grading for students in reformatory schools and inmates at compulsory education establishments is that they have been classified for at least 03 weeks.
