Pursuant to Article 4 of Regulations on Pedagogical Training issued together with Decision 31/2008/QD-BGDDT as amended by Clause 6, Article 1 of Circular 27/2012/TT-BGDDT on eligibility requirement for training institutions to provide refresher training and issue certificates of pedagogical training in Vietnam:

- Have enough full-time lecturers with the right specialization to teach the subjects in the training program. Lecturers participating in teaching must have a master's degree or higher, with at least 5 years of teaching experience in the specialized field of the training program.

- Have a pedagogical training program specific to each training object, built based on the corresponding program issued by the Ministry of Education and Training of Vietnam.

- Have enough textbooks consistent with the training program, reference materials for teaching and learning.

- Have sufficient facilities, teaching equipment, and a pedagogical practice school that meets the quality assurance requirements for pedagogical training.

Pursuant to Article 5 of Regulations on Pedagogical Training issued together with Decision 31/2008/QD-BGDDT as amended by Clause 1, Article 2 of Circular 37/2021/TT-BGDDT stipulates the procedure for Assigning the task of pedagogical training to higher education institutions as follows:

Procedures for Assigning the Task of Pedagogical Training to Higher Education Institutions in Vietnam

1. Regulation on the template for the proposal, pedagogical training scheme

The Minister of Education and Training decides to assign the task of pedagogical training for each training object to training institutions when they meet the conditions specified in Article 4 of these Regulations. Training institutions wishing to register for the task of pedagogical training need to prepare a registration dossier for the task of pedagogical training for each training object and send it to the Ministry of Education and Training. The dossier includes:

a) Proposal for registering the task of pedagogical training for each training object (the proposal template specified in Appendix I attached to this Circular);

b) The pedagogical training scheme for each training object (the scheme template specified in Appendix II attached to this Circular).

2. Assignment procedure:

Within 30 days from the date of receiving a complete and valid dossier, the Ministry of Education and Training organizes the appraisal of the registration dossier for pedagogical training according to Article 4 of these Regulations. If the higher education institution meets the conditions, the Ministry of Education and Training will decide to assign the task of pedagogical training. If the education institution does not meet the stipulated conditions, the Ministry of Education and Training will notify the appraisal results and state the reasons in writing.

3. The number of copies of the dossier is 01 set.

Thus, the Minister of Education and Training decides to assign the task of pedagogical training to higher education institutions when they meet the conditions.

What responsibilities do training institutions have in pedagogical training in Vietnam?

Pursuant to Article 14 of Regulations on Pedagogical Training issued together with Decision 31/2008/QD-BGDDT as amended by Clause 1, Article 2 of Circular 27/2012/TT-BGDDT stipulates the responsibilities of training institutions in pedagogical training as follows:

- Develop pedagogical training programs for each training object and compile textbooks and reference materials for teaching and learning.

- Develop a pedagogical training plan for each training object.

- Organize admissions for pedagogical training according to current regulations.

- Manage the learning process of students, evaluate learning outcomes, and issue academic transcripts to students.

- Decide on the list of admitted students and recognize learning results.

- Collect, manage, and use pedagogical training funds according to current regulations.

- Issue and manage the issuance of pedagogical training certificates for each training object in accordance with the regulations on diplomas and certificates of the national education system.
