Based on Section 4 of the General Education Program for Vietnamese, issued together with Circular 32/2018/TT-BGDDT, the requirements for achieving specific competencies when teaching Vietnamese in Grade 1 include:

The subject of Vietnamese contributes to the formation and development in students of essential qualities and general competencies according to the appropriate levels defined for the subject and grade level as stipulated in the General Program.
* Requirements for specific competencies:
- Requirements at the primary level:
+ Language competency:
Read accurately, fluently, and expressively; understand the main content of the text, primarily the explicit content; initially understand the implicit content such as the theme and lessons learned from the read text.
At the primary level, reading requirements include those for reading techniques and reading comprehension skills. For students in early grades (Grade 1 and Grade 2), focus on both reading accurately at an appropriate pace and understanding simple content of the text.
From Grade 1 to Grade 3, write accurately in spelling, vocabulary, and grammar; write some sentences and short paragraphs.
Write texts recounting stories read, events witnessed or participated in, stories imagined by children; describe familiar objects and phenomena; introduce familiar objects and activities in their lives.
Write paragraphs expressing students' feelings and thoughts when reading a story or poem, witnessing an event that evoked many feelings in them; express opinions on a simple issue in learning and life.
Write several types of texts such as autobiographies, messages, invitations, schedules, forms, etc.; initially knowing how to write following a process; the writing should have three parts (introduction, body, conclusion).
Present ideas and feelings clearly; initially know how to use appropriate gestures and mannerisms when speaking; clearly recount a story read or heard; know how to share and exchange feelings, attitudes, and thoughts on discussed issues; know how to explain an object or simple process.
Listen with appropriate attitude and understand the basic content; recognize the speaker's emotions; know how to respond to what has been heard.

Differentiate between narrative and poetic texts (paragraphs, prose pieces, verses); recognize the content of the text and the attitudes and feelings of the writer; initially understand the effects of some formal elements of literary texts (language, characters, plots, rhymes, comparisons, personifications).
Know how to imagine, visualize, and express with literary quality in writing and speaking.
For Grade 1 and Grade 2 students: recognize whom and what the text is about; identify characters in stories, rhymes in poems; recognize narratives and poems.

- Help students form and develop essential qualities demonstrated through specific actions: love for nature, family, and hometown; being mindful of origins; appreciating beauty and goodness and having healthy emotions; having an interest in learning and labor; being honest and straightforward in learning and life; having a sense of responsibility towards oneself, family, society, and the surrounding environment.
- Help students initially develop general competencies, enhancing linguistic abilities in all basic skills of reading, writing, speaking, and listening: reading accurately and fluently; understanding the main content and information of the text; making connections and comparisons outside of the text; writing accurately in spelling and grammar; composing short sentences, paragraphs, and essays (mainly narrative and descriptive pieces); speaking clearly; listening comprehensively.
- Develop literary competency with the ability to differentiate between poetry and prose, understanding how to read both forms; recognizing the beauty of artistic language; fostering imagination, understanding, and being moved by the beauty and goodness of human beings and the world reflected in literary texts.

The subject of Vietnamese helps students explore themselves and the world around them, understand humanity, have a rich inner life, and have humane living and behavior; foster love for the Vietnamese language and literature; have a sense of the origin and identity of the nation, contributing to preserving and developing Vietnamese cultural values; have a spirit of embracing the finest cultural aspects of humanity and the ability to integrate internationally.
