Promoting Communication on Vocational Education in 2024 in Vietnam

Based on Official Dispatch 395/TCGDNN-VP in 2024 on strengthening communication on vocational education in 2024, the General Department of Vocational Education requests the Departments of Labor - War Invalids and Social Affairs, vocational education institutions:

Prioritize enhancing communication on vocational education to boost enrollment, especially for college and intermediate levels in 2024 according to Decision 534/QD-LDTBXH in 2021 issued by the Minister of Labor - War Invalids and Social Affairs on the promulgation of the communication plan on vocational education for the period in 2021-2025 and Decision 270/QD-TCGDNN in 2021 by the Director General of the General Department of Vocational Education on the establishment and development of a communication space for vocational education, forming a communication ecosystem for vocational education for the period in 2021-2025.

Additionally, coordinate with sectors, localities, news agencies to promptly capture public opinion; proactively provide documents, official information to press agencies and media in various forms.

Proactively capture, analyze, and promptly implement policies in response to information according to the provisions of the Press Law to provide readers with truthful and objective information about vocational education activities.

Enhance and improve the quality of information and communication on mass media and popular social networks to disseminate information promptly, comprehensively, and appropriately to each target group in society; ensure consistency, creating a digital environment for connection and sharing between management agencies, vocational education institutions, labor units, families, and learners.

Gradually form a communication ecosystem for vocational education with the participation of the political system, local authorities, training institutions, learners, employers, and the social community...

Concurrently, take the lead in coordinating with relevant agencies to organize the implementation of communication tasks through the local information system.

Continue to maintain communication activities, promote the image and value of vocational education at public places, industrial zones, and crowded areas.

Organize and proactively participate in events and activities related to vocational education such as Career Guidance and Enrollment Day, Vietnamese Labor Skills Day on October 4, Vietnamese Teachers' Day on November 20; programs, contests, awards, and titles to honor learners, teachers, vocational trainers, managers, employers, skilled labor, and organizations with outstanding achievements and contributions to vocational education and skill development.

In activities and events, it is necessary to align with the promotion and use of the two symbols: Skilling Up Vietnam and Worldskills Vietnam and the messages of vocational education: “Vocational Education: Real Learning - Real Practice - Solid Start-up, Bright Future”; “Skills for a Brighter Future”; “Bright Future with Vocational Education”; “Accompanying to Elevate Vietnamese Labour Skills”...

Continue to review, update, and supplement the database on vocational education enrollment on the Career Selection application (http://cnchonnghe.gdnn.gov.vn) and the Vocational Education Enrollment Information Page (http://tuyensinh.gdnn.gov.vn); Vocational Education Degree Information Retrieval Page (www.vanbang.gov.vn and www.vanbang.gdnn.gov.vn).

What are the 03 levels of vocational education training in Vietnam?

According to Article 35 of the Education Law of 2019, the vocational education training levels are regulated as follows:

Vocational Education Training Levels

Vocational education includes training at primary, intermediate, and college levels, and other vocational training programs for learners, meeting the manpower needs directly in production, business, and services.

There are 03 levels of vocational education training:

- Primary level

- Intermediate level

- College level

What are programs for vocational education training levels in Vietnam?

According to Article 34 of the Vocational Education Law of 2014, the programs for vocational education training levels are regulated as follows:

(1) The vocational training program must meet the following requirements:

- Reflect the training objectives of primary, intermediate, and college levels; specify the standard knowledge and skills of learners after graduation; cover the scope and structure of the content, training methods, and forms; assess the learning outcomes for each module, credit, subject, field or profession, and level;

- Ensure scientific, modern, systematic, practical, flexible nature to respond to labor market changes; reasonably distribute time among knowledge and vocational skills sections; ensure connectivity between vocational education levels and other levels in the national education system;

- Be periodically reviewed, updated, and supplemented to align with technological advancements in production, business, and services.

(2) The head of the vocational education institution is autonomous and responsible for organizing the compilation or selection and approval of training programs for vocational education levels.

(3) Vocational education institutions with foreign investment are autonomous and responsible for developing and implementing training programs as regulated by the head of the central state management agency for vocational education.

(4) The head of the central state management agency for vocational education regulates the minimum knowledge volume, requirements for competencies after graduation for each vocational education level; the procedure for developing, appraising, and promulgating training programs for primary, intermediate, and college levels.
