The guidance on completing Template 1B - the scheme for establishing a foreign-invested vocational school in Vietnam is specified in Template 1B in the Appendix issued along with Decree 15/2019/ND-CP as follows:
(1), (2), (4), (5), (6): Specifically write the name of the vocational school proposed for the establishment, to be established such as College A, Intermediate School B, Vocational Education Center C.
(3): For the scheme requesting permission to establish a college, write "college or/and intermediate level, primary level"; for the scheme requesting permission to establish an intermediate school, write "intermediate level or/and primary level"; for the scheme requesting permission to establish a vocational education center, write "primary level."
(7): Indicate the location where the main headquarters of the vocational school proposed for establishment is expected to be set (ward, district, province/city).
(8), (11): Colleges fill in this content.
(9), (12): Colleges (if expected to organize intermediate level training), and intermediate schools fill in this content.

What are the regulatory requirements for permission for establishment of a foreign-invested vocational school in Vietnam?
Under the provisions of Article 9 Decree 15/2019/ND-CP (Clause 2 amended by Clause 2 Article 2 Decree 24/2022/ND-CP and Clause 6 repealed by Point d Clause 20 Article 2 Decree 24/2022/ND-CP), the regulatory requirements for permission for establishment of a foreign-invested vocational school in Vietnam are:
- Have developed an establishment proposal which is suitable to the planning scheme of Vietnamese vocational school network.
- Have been granted an investment registration certificate (for cases where foreign investors must carry out investment registration certificate procedures according to investment law).
- Have a location for building facilities with a minimum land use area of 1.000 m2 for vocational training center; 10.000 m2 for an intermediate school within an urban area and 20.000 m2 for such school within a rural area; 20.000 m2 for a college within an urban area and 40.000 m2 for such college within a rural area.
- The investment capital shall be established by using legal sources, exclusive of the land values, to be specific:
+ At least 05 billion VND for a vocational training center;
+ At least 50 billion VND for an intermediate school;
+ At least 100 billion VND for a college.
- Training programs:
+ Expected training programs shall satisfy the requirements specified in clause 1, Article 34 of the Vocational Education Law 2014; they shall not have any contents that may harm the national defense and security and the community interests; they shall not disseminate religions, distort history; and shall not negatively affect Vietnamese culture, ethics, habits and customs;
+ Foreign-invested vocational schools shall provide Vietnamese and foreign training programs within the scope of international joint training programs.
+ Compulsory subjects that Vietnamese students participating in joint training programs must study at foreign-invested intermediate schools and colleges shall be taught under the regulations of the Ministry of Labor, Invalids and Social Affairs.
Particularly for establishing a foreign-invested vocational schools for persons with disabilities, the regulatory requirements stipulated in Article 9 of Decree 15/2019/ND-CP (as amended by Clause 2 Article 2 of Decree 24/2022/ND-CP and Clause 6 repealed by Point d Clause 20 of Article 2 of Decree 24/2022/ND-CP) and regulatory requirements as specified in Clause 3 Article 18 of the Vocational Education Law 2014 must be met.
