When does Circular 13/2024/TT-BGDDT of Vietnam come into force?

Under Article 15 of Circular 13/2024/TT-BGDDT:

Implementation

1. This Circular comes into force from December 15, 2024.

2. Agencies and organizations as assigned and authorized are responsible for organizing the promotion consideration for professional titles of preschool and general education teachers, as well as pre-university teachers, ensuring the standards and conditions for each specific application, in compliance with the regulations of the law.

3. If a scheme or plan for promotion consideration for teacher professional titles was approved by the competent authority before this Circular comes into force, it can be continued according to the approved scheme or plan for up to 6 months from the effective date of this Circular, ensuring compliance with the Government of Vietnam's regulations on professional title promotion.

4. If the documents referred to in this Circular are amended, supplemented, or replaced, the new documents shall apply.

5. This Circular replaces Circular 34/2021/TT-BGDDT dated November 30, 2021, by the Minister of Education and Training, prescribing standards, conditions for examination or promotion consideration; content, form, and determination of successful candidates in the promotion consideration for professional titles of public preschool and general education teachers.

6. Heads of relevant units; Chief of the Office, Director of the Department of Teachers and education adminimistors, Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally-governed cities; Directors of Departments of Education and Training are responsible for implementing this Circular./.

Therefore, under the above regulations, Circular 13/2024/TT-BGDDT comes into force from December 15, 2024, and will replace Circular 34/2021/TT-BGDDT.

What are the standards and conditions for consideration for promotion to the professional title of Grade I preschool teacher in Vietnam Circular 13/2024/TT-BGDDT?

According to Article 4 of Circular 13/2024/TT-BGDDT, the standards and conditions for consideration for promotion to the professional title of Grade I preschool teacher in Vietnam are as follows:

Preschool teachers may register for consideration for promotion to the professional title of Grade I preschool teacher (code V.07.02.24) when meeting the following standards and conditions:

- Have been appointed to the professional title of Grade II preschool teacher (code V.07.02.25).

- During the time holding the professional title of Grade II preschool teacher and equivalent, have been graded at quality as the good compilation of tasks well or higher for 5 consecutive years preceding the year of consideration for promotion to the higher professional title, including at least 2 years graded at quality as the excellent compilation of tasks; have good political, moral professional qualities; not under disciplinary action; not in the period of implementing disciplinary provisions according to the regulations of the Communist Party of Vietnam and the law.

- Meet the standards of qualifications for the professional title of Grade I preschool teacher as prescribed at point a, clause 3, Article 5 of Circular 01/2021/TT-BGDDT and clause 2, Article 1 of Circular 08/2023/TT-BGDDT.

- Adhere to the standards of professional competence for the professional title of Grade I preschool teacher as stipulated at point a, point b, point c, clause 4, Article 5 of Circular 01/2021/TT-BGDDT and clause 4, clause 7, Article 1 of Circular 08/2023/TT-BGDDT; have been awarded the emulation titles and forms of commendation according to clause 7, Article 1 of Circular 08/2023/TT-BGDDT during the period of holding the professional title of Grade II preschool teacher and equivalent.

- Comply with the requirements for the duration of holding the professional title of Grade II preschool teacher (including equivalent grade) as defined in clause 8, Article 1 of Circular 08/2023/TT-BGDDT.

What are the regulated entities of Circular 13/2024/TT-BGDDT in Vietnam?

According to Article 2 of Circular 13/2024/TT-BGDDT, the regulated entities are as follows:

- This Circular applies to public employees teaching in preschool and general education programs, education adminimistors in preschools, general education institutions, continuing education centers, vocational education - continuing education centers, public specialized schools (hereinafter collectively called preschool and general teachers), and public employees teaching in pre-university education programs, education adminimistors in pre-university schools (hereinafter collectively called pre-university teachers) who have been appointed to the grades of preschool, general, and pre-university teacher professional titles, registering for promotion consideration for these professional titles and other related organizations and individuals.

- This Circular applies to agencies and organizations authorized to organize the promotion consideration for preschool, general education, and pre-university teacher professional titles.
