The administrative penalties for operating a car without mandatory car insurance are specified at point b, clause 4, Article 21 of Decree No. 100/2019/ND-CP, as amended by clause 11, Article 2 of Decree No. 123/2021/ND-CP as follows:
Penalties for violations of regulations on conditions for drivers of motor vehicles
1. A warning shall be issued to individuals aged from 14 to under 16 years for driving motorcycles, mopeds (including electric scooters), and similar vehicles, or driving cars, tractors, and similar vehicles.
2. A fine of VND 100,000 to VND 200,000 shall be imposed for any of the following violations:
a) Driving a motorcycle, moped, or similar vehicles without or without carrying a valid civil liability insurance certificate;
b) Driving a motorcycle, moped, or similar vehicles without carrying a vehicle registration certificate;
c) Driving a motorcycle or similar vehicles without carrying a driving license, except for violations specified at point b, clause 5, and point c, clause 7 of this Article.
3. A fine of VND 200,000 to VND 400,000 shall be imposed for any of the following violations:
a) Driving a car, tractor, or similar vehicles without carrying a valid driving license, except for violations specified at point c, clause 8 of this Article;
b) Driving a car, tractor, or similar vehicles without carrying a vehicle registration certificate (including trailers and semi-trailers);
c) Driving a car, tractor, or similar vehicles without carrying a valid technical safety and environmental protection inspection certificate (for vehicles required to be inspected, including trailers and semi-trailers).
4. A fine of VND 400,000 to VND 600,000 shall be imposed for any of the following violations:
a) Individuals aged from 16 to under 18 years driving motorcycles with a cylinder capacity of 50 cm3 or more;
b) Driving a car, tractor, or similar vehicles without or without carrying a valid civil liability insurance certificate.

9. In addition to fines, drivers committing violations may be subject to the following additional penalties:
a) Violations specified at point a, point c of clause 5; point b, point d of clause 7; point b, point d of clause 8 of this Article shall also be subject to confiscation of unauthorized, altered, or invalid driving licenses;
b) Violations specified at point c, clause 5; point d, clause 7; point d, clause 8 shall result in suspension of the newest issued driving license for 1 to 3 months.
Therefore, individuals operating a car without a valid civil liability insurance certificate (mandatory car insurance) may be fined between VND 400,000 and VND 600,000 and no additional penalties apply.

b) For cars; tractors; trailers or semi-trailers pulled by cars or tractors as specified in the Road Traffic Law is VND 100 million per accident.
Thus, the insurance liability limits for damages caused by a car are stipulated as follows:
(1) The insurance liability limit for health and life damages caused by a cargo truck is VND 150 million per person per accident.
