- Assisting the People's Committee of the City in directing and guiding the organization and implementation of registration and management of citizenship, nationality, authentication, and adoption within the City.
- Assisting the People's Committee of the City in managing, updating, and exploiting the Citizenship Database.
- Managing and using Citizenship Books and forms: storing Citizenship Books, registration dossiers; issuing certified copies of Citizenship Books as regulated by law.
- Proposing the People's Committee of the City to decide on the withdrawal and cancellation of citizenship documents issued by the district-level People's Committee in violation of the law (except for cases of illegal marriage); proposing the Chairman of the People's Committee of the City to decide on the withdrawal and cancellation of citizenship documents issued by the Department of Justice that are found to be inconsistent with the law.

c) Draft decisions on the establishment, reorganization, dissolution of organizations, units under the Department of Justice, draft specific decisions on the functions, tasks, powers, and organizational structure of the Department as prescribed by law.
2. Submitting to the Chairman of the People's Committee of the City:
a) Draft decisions on defining the functions, tasks, powers, and organizational structure of public career units under the Department of Justice.
