According to Article 3 of Circular 02/2022/TT-BGDDT, training institutions as universities must meet general conditions when opening training programs at the bachelor's, master's, or doctoral levels, including:
(1) Meeting the requirements for the proposed training program and training level.
(2) Meeting the requirements for the teaching staff.
(3) Meeting the requirements for physical facilities.
(4) The proposed training program must be developed, assessed, and issued in compliance with the regulations of the Ministry of Education and Training, meeting the standards of the training program of the field, group of disciplines, training discipline, and be in line with the Vietnamese National Qualifications Framework.
(5) The training institution must have a specialized unit at the faculty level or equivalent to manage the specialized activities, lecturers, students, and other management tasks for the proposed training discipline.
(6) The training institution must meet the minimum requirements and conditions as per the current regulations of the Ministry of Education and Training to be ready for quality online teaching.
(7) The university board must have a resolution approving the policy to open the training discipline at the training institution.
In case the training institution does not have a university board, there must be a document approving the policy to open the training discipline from the direct management agency of the training institution.

What specific conditions must universities meet in 2024 when opening new bachelor's training programs?
According to Article 4 of Circular 02/2022/TT-BGDDT, universities must meet the following specific conditions at the time of submitting the proposal to open the new training program:
- There must be at least 01 PhD holder in a relevant discipline as a permanent lecturer, not overlapping with other permanent lecturers required for opening bachelor's training programs in other disciplines (in cases where the proposed training discipline is a fusion of different discipline groups or interdisciplinary training that fits into several different discipline groups, each fused discipline must have at least 01 PhD holder in a relevant discipline as a permanent lecturer), with at least 03 years of experience in managing training or teaching at the university level, responsible for leading the development and implementation of the training program.
- There must be at least 05 PhD holders as permanent lecturers with suitable expertise to lead the teaching program (including the relevant PhD holder specified in clause 1 of Article 4 of Circular 02/2022/TT-BGDDT), each component of the training program must have a lecturer with suitable expertise to lead the teaching.
For training programs in ethnic minority languages of Vietnam, Vietnamese language, literature, and culture, foreign languages, literature, and culture, physical education and sports (as specified in the List of Training Disciplines), and those in the field of Arts (as specified in Appendix 1 issued with Circular 02/2022/TT-BGDDT), there must be at least 03 PhD holders as permanent lecturers with suitable expertise.
- The institution must have a team of lecturers to implement the training program (as specified in point a clause 2 Article 3 of Circular 02/2022/TT-BGDDT) ensuring adequacy for the first 02 years of the training program, and each module of the training program must have at least 02 lecturers with suitable expertise, ensuring the student-to-lecturer ratio as regulated;
There must be plans and recruitment measures to develop the team of lecturers for the following academic years of the whole course so that from the third academic year, at the latest, before 01 year counting to the commencement of the new academic year, there must be sufficient quantity and quality of lecturers to implement the training program for each academic year of the course.
For training programs in the fields of Health, Law, and Education Science and Teacher Training (specified in the List of Training Disciplines), there must be sufficient conditions regarding the team of lecturers to implement the training program (specified in point a clause 2 Article 3 of Circular 02/2022/TT-BGDDT) for the entire course duration at the time of submitting the proposal to open the training program.
- For training disciplines in the field of Health, the conditions as specified in clauses 1, 2, and 3 of Article 4 of Circular 02/2022/TT-BGDDT and specific conditions regarding lecturers for each training discipline as specified in Table 1, Appendix 2 issued with Circular 02/2022/TT-BGDDT must be met. For training programs in the field of Law, the conditions as specified in clauses 1, 2, and 3 of Article 4 of Circular 02/2022/TT-BGDDT must be met, and there must be at least 03 PhD holders in disciplines within the field of Law.
- Conditions regarding physical facilities as specified in point b clause 3 Article 3 of Circular 02/2022/TT-BGDDT must be met for the first 02 years of the training program, and there must be plans and investment measures in physical facilities, equipment acquisition for the following academic years of the whole course so that from the third academic year at the latest, before 01 year counting to the commencement of the new academic year, there must be sufficient conditions regarding physical facilities as required by the training program for each academic year of the course.
For training programs in the fields of Health, Law, and Education Science and Teacher Training, sufficient conditions regarding physical facilities (as specified in point b clause 3 of Article 3 of Circular 02/2022/TT-BGDDT) must be met for the entire course at the time of submitting the proposal to open the training program.
- For training programs in the field of Health, the conditions as specified in clause 5 Article 4 of Circular 02/2022/TT-BGDDT must be met, and specific conditions regarding laboratories and practical rooms for each training discipline as specified in Table 2, Appendix 2 issued with Circular 02/2022/TT-BGDDT must be ensured. For training programs in the field of Law, the conditions as specified in clause 5 of Article 4 of Circular 02/2022/TT-BGDDT must be met, and there must be a trial room, legal practice (consultation) center.
