Group 1 is a 2-digit number of the communist party's number under the Central Government, group 2 consists of 6 digits located in a number cluster (from 000,001 to 999,999) according to the Regulations of the Central Organization Committee on symbols, numbers and number clusters. Communist party committees of provinces, cities and Communist party committees directly under the Central Government. For example: Communist party member A of Ha Nam province is issued with a communist party membership card number 30.000010 (the first two digits of 30 are the number of the Communist party Committee of Ha Nam province, the next six digits are a sequence of numbers in the sequence from 000001 to 999,999 stated in the Regulations of the Central Organizing Committee of Vietnam).
- The organizing committee of the Communist party Committee under the Central Government uses the communist party membership card function in the Communist party member database management software to approve and issue the communist party membership card number to the communist party membership card playlist of the district communist party committee and the equivalent ( form 1A-TDV) on the principle of continuity, from small to large according to the time to receive the list of communist party membership cards, without dividing the clusters of communist party membership cards among the district committees and the equivalent; annually compile the list of cards issued by the Communist party committee in the computer and transmit it online to the Central Organization Department for management.

The order of making a communist party membership card is guided at Item b, point 2.2, clause 2, section I of the Guidelines 12/HD-BTCTW of Vietnam in 2022 as follows:
- After the Communist party cell issues a resolution requesting the recognition of a reserve communist party member as an official member; The cell committee sends the application for recognition of official communist party members, the list of requests for card distribution and 2 portrait photos (size 2 x 3 cm) of the communist party member to the grassroots Communist party Committee; grassroots communist party committees consider and send dossiers of request for recognition of official communist party members and list (made according to form 1-TDV) to the competent communist party committees; the organizing committee of the communist party committee has the authority to gather and make a list of requests (under form 1A-TDV) and report it to the standing committee of the committee; Standing committee considers and decides to recognize official communist party members together with consideration and decision to issue communist party membership cards.
- The organizing committee of the district communist party committee and the equivalent shall issue a communist party membership card in the following order:
+ Use the Communist party member database management software to make a list of new communist party membership cards that have been approved by the standing committee. If there is no network connection to the provincial server, then export the data to a file and send it to the organizing committee of the provincial Communist party Committee and equivalent. The organizing committee of the provincial Communist party Committee and the equivalent shall consider and issue the number of communist party membership cards according to the content at point 2.2.a above into the list of communist party membership card distribution. If there is no network connection to the district-level server, then export the data to a file, send it to the district organizing committee and equivalent to update the approved data.
+ Based on the communist party membership card playlist approved by the organizing committee of the provincial Communist party Committee and the equivalent, use the Communist party member database management software to print the communist party members' elements into the communist party membership card; Paste the photo (size 2 x 3 cm) onto the card.
+ Bring the communist party membership card to the organizing committee of the provincial Communist party Committee and equivalently stamp the miniature embossed stamp of the provincial, municipal and central communist party committees in the right corner of the communist party member's photo (the outer rim of the seal measures from the bottom of the chin downwards in the communist party member's photo).
+ Protective plastic injection (note the protective mark printed on the plastic sheet must coincide with the position of the communist party member's photo in the communist party member's card).
+ Stamp the card technical inspection in the box corresponding to the card technical examination (from April 2021 to April 2026 is box No. 4).
+ According to the communist party membership card and the communist party card distribution list, enter the communist party membership card handout book (form 8-TDV); hand over the communist party membership card to the grassroots communist party committee (form 9-TDV), the person receiving the card signs the book.

+ The organizing committee of the provincial Communist party Committee and the equivalent uses a communist party membership card without a number to print the number of the communist party membership card; enter and print communist party member elements on the card; gluing photos, embossed stamps and handing over the cards to the district committees and equivalents continue to complete the communist party membership cards; Collect the wrong, damaged card to manage.
How to deal with lost or damaged communist party membership card?
Procedures for consideration and re-issuance of lost communist party membership cards and replacement of damaged communist party membership cards are guided at Item c, point 2.2, clause 2, section I, of Guidelines 12/HD-BTCTW of Vietnam in 2022 as follows:
- The Communist party cell shall base itself on the reason for the loss or damage of the card in the communist party member's review to consider and collect 2 portrait photos (size 2 x 3 cm) and send it together with a list of proposals to the grassroots Communist party Committee; grassroots communist party committees consider and send the list (according to form 2-TDV and 3-TDV) to request the competent communist party committee; The organizing committee of the Communist party Committee has the authority to gather and make a list (under form 2A-TDV and 3A-TDV) and report to the standing committee of the Communist party Committee level for consideration and decision to re-issue the lost communist party membership card or change the damaged card (according to form 4-TVV).
- After the decision of the Communist party Committee is issued, the organizing committee of the Communist party Committee will complete the list of re-issue of lost communist party membership cards and exchange for damaged communist party membership cards into the software to manage the database of communist party members. If there is no network connection to the provincial server, output the data to a file and send it to the organizing committee of the provincial Communist party Committee and equivalent; send photos of communist party members to the organizing committee of the provincial Communist party Committee and equivalent; The organizing committee of the provincial Communist party Committee and the equivalent uses the Communist party member database management software to approve and print communist party membership cards, paste photos, embossed stamps and hand over the cards to the district committees and equivalents to complete the cards and deliver them to the celles. to give cards to communist party members.
When will communist party members be issued membership cards?

How are communist party membership cards managed?

- Annually, the organizing committee of the provincial Communist party Committee and the equivalent shall send a report summarizing the results of the distribution of communist party membership cards to the Central Organizing Committee.
