On June 10, 2023, the Prime Minister of Vietnam issued Decision No. 680/QD-TTg in 2023 approving the master plan for basic geological survey on minerals for the period 2021-2030, with a vision to 2050. In which, contains content stipulating the objectives of the master plan on basic geological survey of minerals for the period 2021-2030, with a vision to 2050 in Clause 2, Article 1 of Decision No. 680/QD-TTg in 2023:
* Overall objectives
Complete geological mineral mapping at 1:50,000 scale, assess the mineral potential of the mainland; investigation of geological hazards, environmental geology, toxic and radioactive minerals, urban geology, geological heritage; investigating and discovering minerals in the sea, islands, exclusive economic zone and continental shelf of Vietnam; timely update and integrate information and results of geological and mineral investigations into the national database.
* Detail objective
- Objective to 2025
+ Complete 80% of the area of geological and mineral mapping at the scale of 1:50,000 of the mainland; complete investigation and assessment of mineral potential in promising structures in the Northwest and Central Central regions;
+ Investigate and zoning warning zones for landslides and flash floods in high-risk mountainous provinces; survey and map the environmental geology of areas containing toxic and radioactive minerals.
+ Investigate the characteristics of geological structure, engineering geology, geodynamics and natural resources and environment of coastal waters at the scale 1: 100,000; geological and mineral investigations in some marine areas to a depth of 300 m and 1,500 m at 1:500,000 scale. Evaluation of mineral resources for sea sand exploitation, meeting the demand for leveling and leveling projects of highways and traffic and urban infrastructure.
- Objectives to 2030
+ Complete 85% of the area of geological and mineral mapping at the scale of 1:50,000 of the mainland; complete investigation and assessment of mineral potential in promising structures in the North Central and North East regions.
+ Complete additional investigation, update and complete the urban geological database at the scale of 1:25,000 to serve the socio-economic development planning of centrally run cities.
+ Complete detailed investigation, assessment and warning zones of landslide and flash floods in high-risk mountainous provinces; map out geological hazards, environmental geology of the provinces in mountainous areas; zoning and warning areas at risk of subsidence in the Mekong Delta; map the national geological heritage; complete investigation and mapping of environmental geology of areas containing toxic and radioactive minerals.
+ Complete geological investigation and assessment of mineral potential in coastal areas with potential for placer minerals and construction materials; geological investigation at the scale of 1:500,000 in some deep seas and adjacent international waters, associated with searching and discovering deep-sea minerals (iron-manganese fusion, gas hydrate, etc.).
+ Build a database system, information on geological and mineral synchronously, integrated with the national database; complete a system of synchronous and modern equipment to effectively serve geological and mineral investigations; consolidating and building geological units that are lean, have professional capacity, and ensure the performance of tasks with quality and efficiency.
- Vision to 2050
+ Complete the mineral geological mapping survey at 1:50,000 scale, assessing minerals in the remaining promising areas on the mainland; discovery and investigation of minerals in the waters of Vietnam;
+ Complete additional investigation, update and complete the urban geological database at the scale of 1:25,000 to serve the socio-economic development planning of cities;
+ Investigate, make multi-purpose geochemical maps, give detailed geological hazard warnings in mountainous, midland and coastal regions; environmental geological investigation in service of environmental reclamation and restoration after mineral extraction;
+ Complete survey and mapping of geological heritages and geoparks nationwide;
+ Build a team of highly qualified staff in each field of geological and mineral investigation; complete a system of modern and synchronous equipment, capable of completing geological investigation and mineral assessment tasks with high quality, efficiency and reliability.

In Clause 4, Article 1 of Decision No. 680/QD-TTg in 2023 stipulating solutions to implement the master plan on basic geological survey of minerals in the period of 2021-2030, with a vision to 2050:
Solutions for planning implementation
a) Completing the system of legal documents and regulations on the management and organization of implementation of the Master Plan
- Supplement and complete technical regulations, standards and technical regulations that are appropriate and feasible to perform qualitatively and effectively the tasks of basic geological investigation of minerals; develop and supplement technical knowledge for the tasks of urban geological investigation, geological hazard investigation, engineering geology, and mineral-geological mapping at 1:50,000 scale in plains and coastal areas associated with investigation of geological hazards in service of climate change response;
- Complete the economic and technical norms, the set of product unit prices in accordance with the technical and technological requirements when performing investigative tasks, especially types of work without adequate and appropriate regulations, in the direction of encouraging employees to improve quality and focus on in-depth professional investigation.
b) Solutions on management and financial mechanisms for basic geological surveys of minerals
- Prioritize investment of central budget capital for urgent and key tasks to ensure implementation according to the planning schedule;
- Using state budget capital for geological investigation activities serving the community and socio-economic development such as: geological mapping, geological hazard investigation, environmental geology, heritage geology, preliminary mineral investigation;
- Having appropriate mechanisms and policies to ensure benefits to attract capital from organizations and individuals to invest and contribute capital for mineral assessment tasks;
- Mobilize capital from localities and industries to invest in urban geological investigation, transportation, mineral investigation of building materials, soil geochemical investigation to serve local needs.

Where do investment funds for the implementation of the master plan on basic geological survey of minerals come from?
In Clause 5, Article 1 of Decision No. 680/QD-TTg in 2023, the investment funds for the implementation of the master plan on basic geological survey on minerals are made from sources including:
+ State budget sources and other lawfully mobilized capital sources in accordance with the law on state budget, the law on public investment and other relevant laws.
+ Capital from domestic and foreign organizations and individuals participating in the investment to contribute capital for basic geological survey of minerals for projects on the list of investment incentives approved by the Prime Minister of Vietnam.
Note: Funds for each specific project are built during the implementation of the Master Plan and submitted to competent authorities for approval according to regulations.
