Restructuring administrative procedures and integrating online public services on the National Public Service Portal

(1) Assign the Office of the People’s Committee of the City:

Continue to urge, cooperate with the city’s departments and agencies to review, restructure administrative procedures, paying special attention to removing the document components such as ID card/citizenship card and paper household registration book/temp residence book in administrative procedures (to prepare for implementing regulations of Decree 59/2022/ND-CP, effective from October 15, 2022, and the Residence Law regulations); integrate online public services on the National Public Service Portal according to the roadmap and 2022 targets;

Completion deadline: Before December 2022.

(2) Assign the Department of Home Affairs:

Research, advise on increasing the rate of citizens using online public services, include it as a scoring criterion for each unit with the function of handling administrative procedures, and report to the City Scheme 06 Steering Committee the implementation plan before October 1, 2022.

(3) Assign the Department of Finance:

Research, advise the City People’s Committee to present to the City People’s Council at the end-of-year session in 2022 a Resolution on the expenditure level for digitizing administrative procedure documentation in Hanoi.
