Is it possible to raise a B2 class driver license to D class driver license have driving time requirements in Vietnam?
Pursuant to Circular 12/2017/TT-BGTVT regulating training, testing and issuance of road motor vehicle driving licenses issued by the Minister of Transport of Vietnam on April 15, 2017.
According to the provisions of Article 7 of Circular 12/2017/TT-BGTVT supplemented by Clause 5 Article 1 of Circular 38/2019/TT-BGTVT on conditions for learners to drive as follows:
Article 7. Requirements for driving learners
1. Vietnamese citizens, foreigners who are eligible for residing, working or studying in Vietnam.
2. Minimum ages (to the time of attending the test), health and educational level as prescribed; those who apply for license upgrade may learn in advance but must be old enough to attend the test as prescribed.
3. Learners that apply for a license upgrade must obtain time and number of kilometers of safe driving as follows:
a) B1 class with automatic transmissions to B1: at least 01 year of driving and 12,000 km of safe driving;
b) B1 class to B2: at least 01 year of driving and 12,000 km of safe driving;
c) B2 class to C, C class to D, D class to E; B2, C, D, E classes to F; D, E classes to FC: at least 03 years of practicing as a driver and 50,000 km of safe driving;
d) B2 class to Article, C class to E: at least 05 year of practicing as a driver and 100,000 km of safe driving.
dd) If a learner who applies for a license upgrade commits administrative violation against regulations on road traffic and has his/her driving license suspended, the safe driving period shall begin from the date on which he/she finishes abiding by the decision on penalty for administrative violation.
4. Learners that apply for upgrade their license to D, E classes must obtain lower secondary education degree or above.
Thus, according to the current regulations, there are not too clear regulations on driving time, however, driver's license learners who want to raise B2 to D need to meet the following basic conditions:
- Full age (as of the date of the driving test), health, cultural level as prescribed; for learners to upgrade their driver's license, they can only take the test when they reach the prescribed age;
- Practice period of 05 years or more and 100,000 km of safe driving or more;
- Must have a middle school diploma or equivalent or higher.
- As Vietnamese citizens, foreigners are allowed to reside or are working or studying in Vietnam.

Pursuant to the provisions of Article 8 of Circular 12/2017/TT-BGTVT as follows:
Article 8. Forms of training
1. Applicants for class A1, A2, A3, A4 and B1 licenses might learn the theories themselves but must apply for the test at institution licensed for training; applicants for class A4 and B1 licenses must be tested and issued with certificates of course completion of the training course.
2. Applicants for class B2, C, D, E and F licenses must be trained at institutions licensed for training, tested, and issued with certificates of basic training or certificates of course completion. Within more than 01 years from the day on which the training institution finishes the examination and consideration of graduation certificates, if the applicant is not granted basic-level training certificates or training certificates, he/she must apply for a new course again.
According to Clause 2, Article 8 of Circular 12/2017/TT-BGTVT mentioned above, persons wishing to be upgraded by B2 to D must be trained centrally at establishments permitted to train and must be examined for primary certificates or training certificates.
What is the duration of a Class D driver's license in Vietnam?
Pursuant to the provisions of Article 17 of Circular 12/2017/TT-BGTVT supplemented by Clause 3 Article 2 of Circular 01/2021/TT-BGTVT as follows:
Duration of driver's license
1. Class A1, A2, A3 driver's licenses do not have a term.
2. Class B1 driver's licenses are valid until the driver reaches 55 years old for women and reaches 60 years old for men; In case the driver is over 45 years old for women and over 50 years old for men, the driver's license is issued for a period of 10 years from the date of issue.
3. Class A4 and B2 driving licenses are valid for 10 years from the date of issuance.
4. Class C, D, E, FB2, FC, FD, FE driver's licenses are valid for 05 years from the date of issuance.
5. The duration of the driver's license is indicated on the driver's license.
Thus, according to Clause 4, Article 17 of Circular 12/2017/TT-BGTVT mentioned above, the term of a class D driver's license is 05 years from the date of issuance.
