What is the salary paid to the Army Second Lieutenant in Vietnam after salary reform in 2024?

Pursuant to Resolution 27-NQ/TW in 2018, salary policy is a particularly important policy of the socio-economic policy system.

The regulated entities of salary reform include:

- Officials, public employees and the armed forces (Public sector);

- Employees working at enterprises.

Thus, the Army Second Lieutenant (of the armed forces) is subject to salary reform. Accordingly, based on the reform contents in Section II of Resolution 27-NQ/TW in 2018, the salary paid to the Army Second Lieutenant in Vietnam after salary reform will have the following significant changes:

(1) The salary paid to the Army Second Lieutenant in Vietnam is no longer calculated according to the salary coefficient and statutory pay rate.

Upon salary reform, the salary coefficient of the Army Second Lieutenant in Vietnam will be abolished along with the statutory pay rate. Accordingly, it will formulate the statutory pay rate equal to a specific amount in the new payroll.

And it will formulate and promulgate a new payroll system according to job positions, leading titles and positions to replace the current payroll system; transfer the old salary to the new salary, ensuring that it is not lower than the currently paid salary.

(2) The formula for calculating the salary paid to the Army Second Lieutenant in Vietnam after salary reform

According to Section II of Resolution 27-NQ/TW in 2018, the new salary structure includes:

- Statutory pay rate (accounting for about 70% of the total salary fund);

- Allowances (about 30% of the total salary fund);

- Bonuses (bonus fund equal to about 10% of the total salary fund of the year, excluding allowances).

Accordingly, the formula for calculating the salary paid to the Army Second Lieutenant in Vietnam after salary reform is specified as follows:

Total salary = Statutory pay rate + Allowances (if any) + Bonuses (if any)

What are the changes to allowances for the Army Second Lieutenant in Vietnam upon salary reform?

Pursuant to Section II of Resolution 27-NQ/TW of 2018, the changes to allowances for the Army Second Lieutenant in Vietnam upon salary reform include:

- Abolition of 05 allowances, including:

+ Leader allowances;

+ Working allowances for the party, socio-political organizations;

+ Official duty allowances;

+ Toxic and dangerous allowances.

In particular, the seniority allowances for the Army Second Lieutenant shall not be abolished to ensure salary correlation with officials.

- Combination of allowances

Combine special allowances, attraction allowances and allowances for long-term work in areas with extremely difficult socio-economic conditions into working allowances in extremely difficult areas.

+ Liability allowances;

+ Mobile allowance;

Based on the provisions of Section 1 of Table 6 promulgated together with Decree 204/2004/ND-CP, the current salary coefficient of the Army Second Lieutenant in Vietnam is 4.2.

(2) Statutory pay rate

Pursuant to Decree 24/2023/ND-CP, the current statutory pay rate is 1.8 million VND/month.

Thus, the current salary paid to the Army Second Lieutenant in Vietnam is calculated as follows:

Salary = 4.2 x 1.8 million = 7.56 million VND/month.
