Periodically considering and awarding certificates of merit and certificates of merit to branches under the grassroots Communist party Committee

- The branch self-criticizes and evaluates, if it meets the criteria, makes an achievement report and proposes to the grassroots communist party committee to give a certificate of merit, or to request the standing committee of the district communist party committee and the equivalent to give a certificate of merit or request the provincial standing committee committees and equivalents awarded certificates of merit.

- The grassroots Communist party Committee evaluates the achievements (through the branch committees; leaders of the affiliated government agencies and mass organizations) to decide to award certificates of merit or propose to the standing committee of the district communist party committee and equivalent to present certificates of merit or request the Standing Committee of the Provincial Communist party Committee and equivalent to award certificates of merit to the branch.
