What is the guidance on vnpost lookup in Vietnam?
VNPost, also known as VietNam Post, is a shipping service of Vietnam Post Corporation and is represented by VNPT (Vietnam Posts and Telecommunications Group). Vnpost lookup is the lookup of postal bills of lading, post offices performed by VNPost or VietNam Post. Currently, vnpost lookup can be done in the following ways:
(1) Look up vnpost at VNPost’s Website
Step 1: Get the bill lading number
A bill lading number is a barcode (13 bars) containing the postal code shown on the bills of lading provided to the sender. The sender can use this bill lading number to look up vnpost as well as provide it to the recipient for lookup.
Step 2: Visit VNPost's bill of lading lookup page
Access to the address http://www.vnpost.vn/vi-vn/dinh-vi/buu-pham address, then enter the bill lading number in the search box and click the magnifying glass search icon (10 bills of ladings can be checked at the same time, the bills of ladings separated by commas).
Step 3: Track information about the parcel shown
Information about the parcel is shown in the "status" section, which usually has the following order statuses:
+ Not delivered to the recipient: Shipping
+ Delivered successfully: Reached the recipient
Detailed status information is typically shown:
+ Order approved
+ At which address is the order in/out of the post office?
(2) Look up vnpost via SMS
To look up orders via messages, you need to compose an SMS message with the following syntax:
EMS [bill lading number] to 8176
In which: The bill lading number or postal code will consist of 13 digits and sign the corresponding one on the bills of lading.
Note: Compared to searching on the website, this method costs 1,000 VND / message. This will also limit users from looking up multiple applications at the same time.
(3) Look up vnpost at My Vietnam Post app
Step 1: Download the My Vietnam Post app on CH Play (Android operating system) or Apple Store (iOS operating system), then log in to the app.
Step 2: To look up the bills of lading of the order, select locate post.
Step 3: Enter the bill lading number information to look up in the search box, then click the search icon (up to 5 orders can be looked up once)
(4) Look up vnpost through Vietnam Post switchboard
You can call the hotline 1900 54 54 81 customer care switchboard of VNPost's post office for timely support. The staff of the post office will give information about the parcel.
What is the limit of compensation liability for lost parcels in Vietnam?
Pursuant to the provisions of Clauses 1 and 2, Article 40 of the 2010 Postal Law, the principles for payment of compensations for lost parcels in Vietnam are:
- A compensation payable for damage in case of loss, damage or fraudulent alteration of the whole of a postal article shall be determined according to the limit liability to pay compensation for the whole damage applicable to the postal service concerned.
- A compensation payable for damage in case of loss, damage or fraudulent alteration of part of a postal article shall be determined on the basis of actual damage but must not be higher the limit liability to pay compensation for the whole damage applicable to the postal service concerned, unless otherwise agreed by the involved parties.
Accordingly, the limit of compensation liability is specified in Article 25 of Decree 47/2011/ND-CP depending on each case as follows:
- For domestic postal services: 04 times of charge (included repayed amount of used service charge) of the used service;
- For international postal services transported by air: 09 SDR/kg (calculated under each step of 500-gram weight, the odd part is calculated as 500 gram) but not lower than 30 SDR/ postal article, adding the repayed charge amount of used service;
- For international postal services transported by other methods: 05 SDR/kg (calculated under each step of 500-gram weight, the odd part is calculated as 500 gram), adding the repaid charge amount of used service.
What is the bill of lading when providing postal services in Vietnam?
Pursuant to the provisions in Article 15a supplemented by Clause 14, Article 1 of Decree 25/2022/ND-CP after Article 15 of Decree 47/2011/ND-CP with the following contents:
Article 15a. Contract for supply and use of postal services, confirmation of mail acceptance
1. The contract for supply and use of postal services (in physical or electronic form) used during the supply of postal services must be consistent with the form of the contract specified in the application for issuance of the postal license or written confirmation of postal activity notification or the form already notified to the postal authority.
2. The confirmation of mail acceptance services (in physical or electronic form) between the postal service supplier and the sender has the same legal validity as that of the contract concluded in writing between the parties, unless otherwise agreed upon by the parties.
3. The contract for supply and use of electronic postal services and confirmation of mail acceptance shall comply with this Decree and law on e-transactions.
4. Every postal service supplier shall:
a) archive the documents specified in clauses 1 and 2 of this Article for at least 05 years;
b) provide the documents specified in clauses 1 and 2 of this Article to the competent authority as requested in writing or in cases permitted by the law.
Thus, the bill of lading when providing postal services in Vietnam can be understood as a type of document confirming the mail acceptance between the postal service provider and the sender has the same legal validity as that of the contract concluded in writing between the parties, unless otherwise agreed upon by the parties.
