What are the implementation responsibilities of the project on Information technology application system to evaluate administrative reform and measure satisfaction of people in the period of 2021 - 2030?
On February 15, 2023, the Ministry of Home Affairs of Vietnam has just issued Decision 83/QD-BNV in 2023 to implement the project on “Information technology application system to evaluate administrative reform and measure satisfaction of people” with the service of state administrative agencies in the period of 2021 - 2030" (hereinafter referred to as "Project")
Pursuant to Section 3 of the Implementation Plan of the Project "Information technology application system to evaluate administrative reform and measure satisfaction of people with the service of state administrative agencies in the period of 2021 - 2030” in 2023, issued together with Decision 83/QD-BNV in 2023, mentioning the implementation responsibilities of the project as follows:
Ministry of Home Affairs of Vietnam:
- Assume the prime responsibility for, and coordinate with relevant agencies and organizations in, performing the tasks and activities assigned in the Plan; allocate appropriate resources to perform tasks and activities presided over by the Ministry.
- Guide, inspect and evaluate ministries, branches and localities on the organization of the implementation of tasks and activities in the Plan.
- Organize scientific seminars, training programs, professional retraining, domestic and international experience sharing seminars related to the activities in the Plan.
- Summarize and report to the Government of Vietnam, the Prime Minister of Vietnam and the Government's Steering Committee for Administrative Reform on the results of the implementation of the Plan; advise and make recommendations to relevant agencies and units on solutions to overcome shortcomings; propose to the competent authority forms of emulation and commendation for achievements in the implementation of the Plan.
- Assign the Administrative Reform Department to be the unit in charge of advising, organizing the implementation and acting as the contact point for relevant agencies, organizations and individuals in the process of implementing the Plan.
Ministries, ministerial-level agencies, agencies attached to the Government of Vietnam, People's Committees of provinces and centrally run cities:
- Coordinate the implementation of tasks and activities assigned in the Plan; allocate appropriate resources to perform tasks and activities.
- Inform and propagate about the implementation and results of the implementation of the Plan within the sector, field, and locality to the people, cadres, civil servants, public employees and other relevant subjects.
- Assign the unit in charge of administrative reform of ministries, ministerial-level agencies, agencies attached to the Government of Vietnam, People's Committees of provinces and centrally run cities to be the unit in charge of advising and organizing implement and be the contact point with relevant agencies, organizations and individuals during the implementation of the Plan.

Pursuant to subsection 1, Section 1, Implementation Plan of the Project on "Information technology application system to evaluate administrative reform and measure satisfaction of people with the services of state administrative agencies period 2021 - 2030" in 2023, issued together with Decision 83/QD-BNV in 2023, mentioning the overall objectives of the project as follows:
Implement the Project on Information technology application system to evaluate administrative reform and measure satisfaction of people with the services of state administrative agencies in the period of 2021 - 2030" (hereinafter referred to as "Project") to mobilize people to participate in the process of formulating, implementing and evaluating policies, regulations, state administrative reform activities and measuring satisfaction of people with the service of state administrative agencies in a timely, accurate and objective manner, contributing to promoting the effectiveness of state administrative reform in the period of 2023 - 2030, improving the quality of service to the people and society state administrative agencies and successfully implement the goals of sustainable development, improve national competitiveness.
At the same time, based on subsection 2, Section 1, Implementation Plan of the project "Information technology application system to evaluate administrative reform and measure satisfaction of people with the services of state administrative agencies in the period of 2021 - 2030" in 2023, issued together with Decision 83/QD-BNV in 2023, mentioning the specific objectives of the project as follows:
- People and society are informed publicly, transparently and promptly on policies, regulations, activities, and results of state administrative reform of the Government of Vietnam, ministries, ministerial-level agencies, and agencies under the Government of Vietnam, the People's Committees of the provinces and centrally-run cities (hereinafter referred to as "ministries, branches and localities.
- People and society are provided with easy and reliable conditions and tools to give feedback and suggestions on policies, regulations, activities and results of state administrative reform of the Government of Vietnam, ministries, branches and localities.
- Relevant indicators on sustainable development and national competitiveness are integrated and implemented through the administrative reform Index, the Satisfaction of people Index.
- The Government of Vietnam, the Prime Minister of Vietnam, the Government of Vietnam's Administrative Reform Steering Committee, ministries, branches and localities are promptly informed and informed about the implementation, results and impacts of administrative reform with people and society and propose solutions to improve the efficiency of administrative reform, the quality of service to the people based on the people's perceptions and expectations, the society.
