According to the provisions of Article 25 of Decree 98/2023/ND-CP, the requirements for awarding and receiving emulation titles and commendation forms are as follows:

- The organization of ceremonies for awarding and receiving emulation titles and commendation forms must honor the collective and individuals, educate on patriotic traditions, revolutionary ideals; associate with patriotic emulation movements and the implementation of socio-economic development tasks, ensuring national defense and security of the locality and country; ensure safety, solemnity, thrift, efficiency, and avoid ostentation and formality.

- Implement civilized lifestyle, preserve cultural values, and national identity during the ceremonies for awarding and receiving emulation titles and commendation forms.

- Do not organize separate ceremonies for awarding and receiving emulation titles and commendation forms. They should only be held in conjunction with the celebration of major national holidays, establishment days, traditional days of ministries, departments, localities, units, and summary conferences according to specific programs and implemented conformably with Decree 98/2023/ND-CP (except for awarding commendation forms for outstanding achievements, commendation for resistance achievements, and the title “Vietnamese Heroic Mother”).

- Representatives of the leadership of the collective or family awarded directly receive the emulation titles and commendation forms of the collective or family. Individuals awarded directly receive the emulation titles and commendation forms. In the case of posthumous awards, family representatives of the posthumously awarded individuals receive on their behalf.

- Award emulation titles and commendation forms from higher to lower orders. In the case of the same form of commendation, award to the collective, family first, individuals later; award first, posthumously award later. In the case of emulation titles and commendation forms decided by the same authority, award emulation titles first, commendation forms later; award to the collective first, family, individuals later; award first, posthumously award later.

- During the announcement, awarding, and receiving of emulation titles and commendation forms, unauthorized persons shall not present flowers, film, or take photos on the stage. No parade or procession shall be organized for the awarded emulation titles and commendation forms.

What is the composition and operation of the Central Council for Emulation - Commendation according to the latest regulations for 2024?

According to the provisions of Article 47 of Decree 98/2023/ND-CP, the composition of the Central Council for Emulation - Commendation includes:

- The Chairman of the Council is the Prime Minister of the Government of Vietnam;- The Vice Chairmen of the Council include: the Vice President as the First Vice Chairman; the Minister of Home Affairs as the Standing Vice Chairman; the President of the Central Committee of the Vietnam Fatherland Front, the Vice Chairman of the National Assembly, and the President of the Vietnam General Confederation of Labor as Vice Chairmen of the Council;- Council Members.

The operation of the Central Council for Emulation - Commendation:

- The Council operates under the principles of concentration, democracy, and majority voting; differing opinions of Council Members on proposed policies on emulation and commendation are all reported to the Prime Minister of the Government of Vietnam, the Chairman of the Council, for consideration and decision;

- The Council meets every six months to evaluate the Council’s work, summarize the emulation movements and commendation work nationwide, implement the tasks for the next six months, and provide opinions on other necessary issues. The Council could meet extraordinarily if convened by the Chairman.

The Chairman of the Council presides over the meetings or authorizes the First Vice Chairman to preside over the meetings.

The Council meets when there are at least 2/3 of the total number of Council Members attending. For meetings discussing the consideration of awarding or posthumously awarding the title of Hero, at least 90% of total Council Members must attend. Cases proposed for the Hero title must be approved by at least 90% of the Council Members' votes (if Council Members are absent, written opinions are obtained).

The Standing Committee of the Council meets every three months. The First Vice Chairman and the Standing Vice Chairman of the Council regularly review the progress of the Council’s tasks; the Standing Committee of the Council is responsible for advising and providing opinions on awarding the title "National Emulation Soldier" as proposed by the standing agency assisting the Council. Cases proposed for the "National Emulation Soldier" title must achieve at least 90% of the votes of the Standing Committee Members (if Standing Committee Members are absent, written opinions are sought);

- Establish, guide the organization and activities of emulation blocks and clusters as organized by the Central Council for Emulation - Commendation;

- The Council monitors, urges, and supervises the implementation of emulation and commendation work and emulation movements in ministries, departments, and provinces;

- The working relationship between the Central Council for Emulation - Commendation and the Emulation - Commendation Councils of ministries, departments, and provinces is one of direction and coordination. Based on the functions and tasks of the Central Council for Emulation - Commendation, the Emulation - Commendation Councils at all levels and sectors are responsible for coordinating in implementation.
