According to Resolution 104/2023/QH15, comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW 2018 from July 1, 2024.

In the spirit of Resolution 27-NQ/TW 2018, when implementing wage reform, a new salary scale system for officials and the armed forces will be established and promulgated according to job positions, titles, and leadership positions to replace the current salary scale system; transferring from the old salary scale to the new salary scale, ensuring that the new salary is not lower than the current one.

Based on the above content, from July 1, 2024, when implementing wage reform, a new set of 5 salary scales according to job positions, titles, and leadership positions will be built to replace the current salary system; transferring from the old salary to the new salary, ensuring that the new salary is not lower than the current one applied to officials and public employees and the armed forces.

The new 5 salary scales applicable to officials and public employees and the armed forces are as follows:

- Establishing one salary scale for leadership positions applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central level to the commune level following principles:

+ The leadership salary must reflect the hierarchy in the political system; holding a leadership position receives a salary according to that position, if a person holds multiple positions, the highest leadership salary is received; similar leadership positions receive the same salary; the higher-level leader's salary must be higher than the lower-level leader's salary;

+ Specifying one salary level for each type of similar leadership position; not distinguishing ministries and central authorities, committees, and equivalents at the Central level when establishing the leadership salary scale at the Central level; not differentiating leadership salary levels for the same leadership positions according to the classification of local administrative units but implementing through supplementary policies. The classification of similar leadership positions in the political system to design the leadership salary scale is decided by the Politburo after reporting to the Central Executive Committee.

- Establishing one professional and vocational salary scale according to the ranks of officials and the professional titles of public employees applicable to officials and public employees not holding leadership positions; each rank of officials, and professional titles of public employees has multiple salary levels following principles:

+ The same level of job complexity receives the same salary; higher than normal labor conditions and professional preferential policies are implemented through supplementary policies; rearranging the groups and number of levels in the official ranks, professional titles of public employees, encouraging officials and public employees to enhance professional competencies and expertise.

+ Appointment to official ranks or professional titles of public employees must be linked with job positions and the structure of official ranks, and professional titles of public employees implemented by the agency, organization, and unit managing officials and public employees.

- Establishing three salary scales for the armed forces, including:

+ 01 salary scale for military officers, officers, and non-commissioned professionals in the police force (according to positions, titles, and military ranks or rank levels);

+ 01 salary scale for professional soldiers, technical specialists in the police force;

+ 01 salary scale for defense workers, police workers (maintaining the salary correlation of the armed forces compared to administrative officials as currently established).

Thus, based on the aforementioned content, from July 1, 2024, when implementing wage reform, 5 new salary scales will be established for officials and public employees and the armed forces, ensuring that the new salary is not lower than the current salary.

5 new salary scales according to job positions from July 1, 2024, how will the salary calculation change?

In Resolution 27-NQ/TW 2018, when implementing wage reform, the current statutory pay rate and salary coefficients will be abolished, creating a basic salary expressed as a specific amount of money in the new salary scale for officials and public employees and the armed forces.

At the same time, in Resolution 27-NQ/TW 2018, it is proposed to design a new salary structure that includes: Basic Salary (about 70% of the total salary fund) and allowances (about 30% of the total salary fund). Additional bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).

It is expected that from July 1, 2024, when implementing wage reform and abolishing the current statutory pay rate, the new salary calculation method will be modified as follows:

At the same time, according to Resolution 27, bonuses will be added (the bonus fund is about 10% of the total annual salary fund, excluding allowances) (if any).

Who are considered officials, public employees, and the armed forces?

- Based on the provisions of Clause 1, Article 4 of Law on Officials 2008, officials are defined as Vietnamese citizens who are elected, approved, or appointed to a position or title for a specific term in an agency of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial, and district levels, are within the staffing quota, and receive salaries from the state budget.

- Based on the provisions of Clause 2, Article 4 of Law on Officials 2008 amended by Clause 1, Article 1 of the 2019 Amended Law on Officials and Public Employees, officials are defined as Vietnamese citizens who are recruited, appointed to a rank, position, or title corresponding to job positions in an agency of the Communist Party of Vietnam, the State; socio-political organizations at the central, provincial, and district levels; in agencies or units of the people's army that are not officers, professional soldiers, or defense workers; in agencies or units of the people's police that are not officers, non-commissioned officers serving under professional policies, workers in the police force, within the staffing quota, and receive salaries from the state budget.

- Based on the provisions of Article 2 of the Law on Public Employees 2010, public employees are defined as Vietnamese citizens who are recruited according to job positions, working at public service providers under contractual working policies, and receiving salaries from the salary fund of the public service provider according to legal provisions.

- Based on Article 23 of the Law on National Defense 2018, the components and tasks of the people's armed forces are regulated as follows:

1. The people's armed forces consist of the People's Army, the People's Police, and the Militia and Self-Defense Forces.

2. The people's armed forces are absolutely loyal to the Fatherland, the People, the Communist Party, and the State; they are tasked with being ready to fight, combat, and serve combat, protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, national security, social order, and safety; protect the People, the Communist Party, the State, socialist policies, revolutionary achievements; and cooperate with the entire populace to build the country and perform international duties.

Therefore, based on the above provisions, the Vietnamese people's armed forces include three components: the People's Army, the People's Police, and the Militia and Self-Defense Forces.
