Vietnam is ready to compete with major countries in the world to integrate internationally and ensure security and national defense

In the current global development situation, countries need to promote economic integration. Recently, the Ministry of Science and Technology of Vietnam has approved a program to study international and regional issues to proactively integrate internationally. Thus, what contents does Vietnam need to implement to integrate with the world?

Vietnam: Identifying the situation and forecasting trends in international relations to proactively integrate with the world

Based on Section I of the Appendix issued with Decision 1029/QD-BKHCN in 2022 by the Ministry of Science and Technology, the following objectives have been set forth in the Program to Study International and Regional Issues to Proactively Integrate Internationally:

“I. Objectives

Identifying the international and regional situation to develop strategies and foreign policies appropriate to the new situation, contributing to the successful implementation of the Party's policies and proactive international integration to achieve development goals and ensure national security. Specific objectives include:

1. Summarizing Vietnam’s foreign policies and international relations over the past 40 years to develop strategies and foreign policies suitable for the new situation.

2. Identifying the situation, forecasting trends, movements, and new developments in the international and regional environments.

3. Identifying international issues impacting Vietnam's economy, science and technology, innovation, culture, society, defense, security... in the new context to enhance Vietnam's reputation and position in the region and the world, expanding international economic relations, attracting external resources for the nation's development."

Thus, to proactively and actively integrate internationally, Vietnam needs to achieve both general and specific objectives as outlined above.

Will Vietnam compete with major powers in international integration and ensuring security and national defense?

Based on Subsection 3, Section II of the Appendix issued with Decision 1029/QD-BKHCN in 2022 by the Ministry of Science and Technology, the content of Vietnam's international integration and ensuring defense and security is as follows:

- Implementing new-generation free trade agreements of Vietnam: Opportunities and challenges; The interaction between new-generation free trade agreements and Regional Free Trade Agreements and the WTO Agreement.

- Vietnam's position in the global production and supply chain post-Covid-19 pandemic.

- Exploiting and enhancing resources to elevate Vietnam's position in the region and the world.

- Vietnam's proactive participation in international institutions to serve national construction and defense in the new situation.

- Researching bilateral and multilateral relations of Vietnam: Competition among major powers; Bilateral relations between Vietnam and major powers; Multilateral relations in which Vietnam is a participant.

- Building and maintaining a peaceful, stable, and legal maritime environment, providing a basis for safe and effective maritime exploitation and use.

- Researching the theoretical and practical basis of international integration in science and technology, innovation, and proposing solutions to promote deep integration of Vietnam's science and technology with the world.

- Cultural and social integration in the new international context.

Vietnam’s efforts in international integration and ensuring national defense and security are implemented as per the content outlined above.

Vietnam: Researching and participating in large-scale science and technology projects worldwide

Based on Subsection 2, Section II of the Appendix issued with Decision 1029/QD-BKHCN in 2022 by the Ministry of Science and Technology, the research content on international and regional issues in the Program to Study International and Regional Issues to Proactively Integrate Internationally is as follows:

- New issues on international and regional security. New challenges and changes in traditional and non-traditional security; Trends and ways to address non-traditional security challenges in the new situation; International cooperation on non-traditional security issues (climate change, migration, terrorism, transnational crime, pandemics, food security, water security...).

- Regional issues: The situation in Asia-Pacific until 2030, with a vision to 2045 and Vietnam's responses; Strategic competition of major powers in the region and Vietnam's responses; Forecasting trends and issues in regional development; Research on the direction of force alignment in the world and the Asia-Pacific region and its impact on ASEAN countries; Trends in development and the role of ASEAN for Vietnam's development; Regional cooperation in the new international context; Research on security cooperation and development in the East Sea and the Mekong subregion; Cultural, social, and human changes, world and regional order with a vision to 2045...

- International issues: The international system post-Covid-19 pandemic; The shift of power from West to East; Changes in international relations under the impact of the Fourth Industrial Revolution; Issues and roles of developing countries; The role of international institutions, regional organizations on security and development of Vietnam.

- Major countries and strategic partners: Strategic adjustments and foreign policies of major countries in the region and their impact on Vietnam; Researching the roles of major countries in building good global governance.

- Researching the formation of large-scale science and technology projects worldwide (Big Science) and proposing a roadmap and solutions to promote Vietnam's participation.

- Researching global knowledge mobility trends and proposing solutions to attract high-level scientific and technological intellect and innovation to Vietnam by 2030, with a vision to 2045.

Thus, the research on international and regional issues to proactively and actively integrate internationally will be carried out in accordance with the content outlined above.
