Pursuant to Article 11 of Circular 02/2024/TT-BVHTTDL stipulating the standards and conditions for consideration for promotion to Class 1 Painter, code V.10.08.25 as follows:
Standards and Conditions for consideration for promotion to Class 1 Painter, code V.10.08.25
Public employees are considered for promotion to the position of Class 1 Painter, code V.10.08.25 when they meet the provisions of clause 1, Article 2 of this Circular and the following standards and conditions:
1. Currently holding the position of Class 2 Painter, code V.10.08.26.
2. Meeting the standards of education, training, and requirements for public employees who apply for promotion to the position of Class 1 Painter, code V.10.08.25 as stipulated in clauses 2 and 4, Article 4 of Circular 09/2022/TT-BVHTTDL.
Thus, the standards and conditions for consideration for promotion to the position of Class 1 Painter, from August 1, 2024, are:
(1) Currently holding the position of Class 2 Painter, code V.10.08.26.
(2) Meeting the standards of education, training, and requirements for public employees who apply for promotion to the position of Class 1 Painter, code V.10.08.25 as stipulated in clauses 2 and 4, Article 4 of Circular 09/2022/TT-BVHTTDL.
To be specific, as follows:
- Standards of education and training:
+ Hold a university degree or higher in an appropriate art major. If holding a university degree or higher in another major, one must be awarded the title "People's Artist," "Meritorious Artist," or be awarded the "Ho Chi Minh Prize," or the "State Prize" for literature and art;
+ Have a certificate of professional title training in the art field for public employees.
- Requirements for public employees applying for promotion to the position of Class 1 Painter:
+ Have held the position of Class 2 Painter or equivalent for at least 06 years. If holding an equivalent position, one must have held the position of Class 2 Painter for at least 01 year (12 months) calculated until the end of the deadline for submission of the application for the exam or review of promotion;
+ Meet one of the following requirements:
++ During the period of holding the position of Class 2 Painter or equivalent, have at least 02 works recognized for artistic quality by a specialized art council at the ministry level or equivalent, or awarded prizes at national art competitions, festivals, or exhibitions (or from a national level).
++ Be awarded the title "People's Artist" or the "Ho Chi Minh Prize" for literature and art.

What are the current regulations on salary arrangement for Class 1 painters in Vietnam?
Pursuant to point a, clause 1, Article 9 of Circular 09/2022/TT-BVHTTDL stipulating the salary arrangement for the position of Level 2 art director, code V.10.08.25 as follows:
Salary Arrangement
1. The professional titles of public employees in the art field specified in this Circular shall be applied according to Table 3 (Professional and vocational salary table for officials and public employees in state public service providers) issued concurrently with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) The professional title of Class 1 Painter is applied to the salary scale of public employees of type A3, group 1 (A3.1), from the salary coefficient of 6.20 to the salary coefficient of 8.00;
b) The professional title of Class 2 Painter is applied to the salary scale of public employees of type A2, group 1 (A2.1), from the salary coefficient of 4.40 to the salary coefficient of 6.78;
c) The professional title of Level 3 artist is applied to the salary scale of public employees of type A1, from the salary coefficient of 2.34 to the salary coefficient of 4.98;
d) The professional title of Level 4 artist is applied to the salary scale of public employees of type B, from the salary coefficient of 1.86 to the salary coefficient of 4.06.
Thus, the professional title of Class 1 Painter is applied to the salary scale of public employees of type A3, group 1 (A3.1) from the salary coefficient of 6.20 to the salary coefficient of 8.00;
What are the current regulations on duties of Class 1 Painters in Vietnam?
Pursuant to clause 1, Article 4 of Circular 09/2022/TT-BVHTTDL stipulating the duties of Class 1 Painters, code V.10.08.25 as follows:
- Lead the organization of creative work and direct the implementation of large-scale, complex art projects and artworks;
- Promote new creative trends in the art field; summarize and draw experiences, research, and propose issues related to the artistic creation process;
- Lead scientific research activities, analyze art creation trends both domestically and internationally; prepare materials and data to serve creative work, implement artistic solutions (sketching, completing sketches, artwork presentation);
- Monitor and evaluate the social impact of artworks and projects after being presented to the public to draw experiences and propose new creation trends for future projects and artworks.
