Procedures for Awarding the Glorious Youth Medal according to Decree 28/2024/ND-CP

Article 8 of Decree 28/2024/ND-CP stipulates the procedures for awarding the Glorious Youth Medal as follows:

Step 1: Submission of Dossier

The youth volunteer or their next of kin shall prepare the application dossier.

The dossier shall be submitted directly or via postal service to the Commune People's Committee where the youth volunteer is registered for permanent residence (in case they are alive) or the place of residence before joining the youth volunteer force (for those who have sacrificed or passed away).

Step 2: Commune People's Committee receives the dossier

The Commune People’s Committee, within 15 days from the date of receiving the complete dossier, shall carry out the following tasks:

- Publicly announce the list of cases proposed for the awarding of the Glorious Youth Medal within 05 days from the date of receiving the complete dossier as prescribed.- Coordinate with the local Association (Liaison Committee) of Former Youth Volunteers (if any) to appraise the dossier.- Organize a meeting of the Commune-level Emulation and Commendation Council (inviting additional representatives of the local Association (Liaison Committee) of Former Youth Volunteers if any) to review and give advice.

Step 3: Commune People's Committee submits the dossier to the Chairman of the District People's Committee for review

Step 4: District People's Committee consolidates the dossiers proposed for the awarding of the Glorious Youth Medal.

Step 5: District People's Committee submits the dossier to the Chairman of the Provincial People's Committee for review

Step 6: Provincial People’s Committee organizes the appraisal of the dossier proposed for the awarding of the “Glorious Youth Medal.”

Organize a meeting of the Provincial-level Emulation and Commendation Council to review and advise the Chairman of the Provincial People's Committee on the cases eligible for the awarding of the “Glorious Youth Medal.”

Step 7: Provincial People’s Committee submits the proposal to the Prime Minister of Vietnam for consideration and recommendation for commendation;

Step 8: The Ministry of Home Affairs submits the proposal to the Prime Minister of Vietnam for consideration, recommendation to the President for the decision to award, the Glorious Youth Medal.

Step 9: Awarding the Glorious Youth Medal.

Article 5 of Decree 28/2024/ND-CP stipulates the timeline for awarding the Glorious Youth Medal from April 20, 2024, as follows:

- The anti-French colonial war period from July 15, 1950, to July 20, 1954.- The anti-American imperialist war period from July 21, 1954, to April 30, 1975:+ Against American imperialism in the North+ Against American imperialism in the South+ Assisting Laos from May 1972 to December 1975.- The national defense period:+ The Southwest border war from May 1975 to January 7, 1979+ The Northern border war from February 1979 to December 31, 1988+ Assisting Laos from May 1975 to December 31, 1988+ International missions in Cambodia from January 1979 to August 31, 1989+ Combating Fulro from May 1975 to December 1992.

Principles for Awarding the Glorious Youth Medal

Article 6 of Decree 28/2024/ND-CP stipulates the principles for awarding the “Glorious Youth Medal” from April 20, 2024, as follows:

- Youth volunteers with achievements in wars, national defense, and mission completion, with at least 24 months of service, are eligible for the “Glorious Youth Medal.”- Youth volunteers who died on duty during wars or national defense, recognized as martyrs, are posthumously awarded the “Glorious Youth Medal.”- Each youth volunteer is awarded the “Glorious Youth Medal” once.- The service time in the stipulated periods in Article 5 of Decree 28/2024/ND-CP is cumulative for the purpose of meeting the eligibility criteria for the “Glorious Youth Medal.”- The “Glorious Youth Medal” is not awarded to individuals convicted by a legally effective court judgment or decision for crimes against national security or other crimes subject to imprisonment, engaging in activities against policies, the Communist Party, the State, desertion, betrayal, or amnesty that led to forfeiture of preferential policies as prescribed by laws for revolutionary contributors.
