3. Documents and Procedures for Vehicle Title Transfer
Organizations or individuals shall present the documents stipulated in Article 10 of this Circular and submit the following documents:
a) Vehicle registration declaration, clearly stating the sale process and commitment to the legal origin of the vehicle;
b) Ownership transfer documents from the vehicle owner and the final seller (if any);
c) Receipts for payment of registration fees as stipulated in Clause 3, Article 11 of this Circular;
d) Certificate of vehicle registration revocation, license plate (with stamped copies of the engine number and chassis number and the official seal of the vehicle registration authority on the copies).
In cases where the authority managing the vehicle record is also the authority handling the vehicle title transfer, the using organization or individual shall submit the vehicle registration certificate and license plate instead of the certificate of vehicle registration revocation.
Thus, when transferring the title of a vehicle that has changed ownership through multiple organizations or individuals, the organization or individual using the vehicle must visit the authority managing the vehicle registration records to complete the procedures and prepare the documents as specified above.

03 Important Issues to Note When Identifying License Plates for Non-owner Vehicles from August 15, 2023
Based on Circular 24/2023/TT-BCA regulating the issuance and revocation of vehicle registration and license plates issued by the Ministry of Public Security on July 1, 2023, effective from August 15, 2023.
From August 15, 2023, vehicle license plates will be issued and managed according to the identification code of the vehicle owner (collectively referred to as the "identification license plate"). The identification license plate will be issued to the vehicle owner named in the vehicle registration system.
In cases of non-owner vehicles, when converting to an identification license plate, it will be issued to the person named on the vehicle registration certificate (vehicle registration card) and not the current user.
Non-owner vehicle users should note the following:
(1) If the vehicle ownership transfer is within 30 days
According to the new regulations, within 30 days from the date of sale, the vehicle owner must complete the revocation procedures. Then, both the vehicle owner and the transferee must process the registration and title transfer.
Thus, if the vehicle ownership transfer is within 30 days (within the stipulated time), the vehicle owner and the transferee must complete the revocation and title transfer procedures.
If the deadline is exceeded and the vehicle owner has not completed revocation procedures or provided the vehicle registration certificate and license plate to the transferee for revocation procedures, the vehicle registration authority will issue a penalty decision for the vehicle owner. Only then will the title transfer registration be processed.
If the vehicle owner does not complete the revocation procedures after the ownership transfer, they will be held legally responsible for any related violations concerning the non-owner vehicle.
(2) If the vehicle has had multiple owners
Non-owner vehicle users should proceed with revocation and registration title transfer at the vehicle registration authority where the records are managed and the residence registration is located. (If the managing authority also handles the title transfer registration, revocation procedures are not required).
- If the non-owner vehicle user possesses ownership transfer documents from the vehicle owner and the final seller: They will first be subject to administrative penalties, followed by title transfer procedures.
- If the non-owner vehicle user does not possess ownership transfer documents: The vehicle registration authority will publicly post and verify the vehicle data.
After 30 days with no disputes or claims, the vehicle registration authority will issue a penalty decision -> Resolve the title transfer registration.
(3) Joint Liability of Previous Owners for Non-owner Vehicles
As previously mentioned, if the vehicle owner does not complete the revocation procedures for the vehicle registration certificate and license plate within 30 days for the title transfer, they will be subject to administrative penalties.
At the same time, according to the new regulations, the vehicle owner is legally responsible for the vehicle carrying the license plate identified by their identification code.
Therefore, in case of accidents, violations, or other issues related to the vehicle, the authorities will contact the original vehicle owner.
Penalties for Driving Non-owner Vehicles under Current Regulations
According to Point a, Clause 4, Article 30 of Decree 100/2019/ND-CP and Point l, Clause 7, Article 30 of Decree 100/2019/ND-CP, penalties for driving non-owner vehicles are as follows:
- For motorcycles:
+ Individuals: Fined from 400,000 VND to 600,000 VND;
+ Organizations: Fined from 800,000 VND to 1.2 million VND.
- For automobiles:
+ Individuals: Fined from 2 million VND to 4 million VND;
+ Organizations: Fined from 4 million VND to 8 million VND.
Circular 24/2023/TT-BCA will be effective from August 15, 2023.
