Use of Electronic Identification Account
The use of a Level 2 electronic identification account, created by the electronic identification and authentication system for Vietnamese citizens, is equivalent to using a citizen identification card in transactions requiring the presentation of a citizen identification card; it also has the value of providing information in documents synchronized into the electronic identification account for competent authorities to compare while performing transactions requiring those documents.
Thus, according to the above regulation, the use of an electronic identification account by the entity holding a Level 2 identification account is equivalent to using a citizen identification card in transactions requiring the presentation of a citizen identification card, such as using it for domestic flights, etc.
Additionally, the Level 2 identification account has the value of providing information on documents synchronized into the electronic identification account for competent authorities to compare while performing transactions requiring those documents, such as a driver's license, health insurance, etc., or as stipulated in Clause 1, Article 38 of the Draft Law on Road Traffic Order and Safety (hereinafter referred to as the "Draft"), regarding conditions for drivers participating in road traffic as follows:
Conditions for Motor Vehicle Drivers Participating in Road Traffic
1. Drivers participating in road traffic must have a driver's license appropriate to the type of vehicle being operated, except for motorized bicycles as provided in Clause 3 of this Article. When participating in traffic, drivers must carry the following documents:
a) Vehicle registration certificate;
b) Appropriate driver's license for the type of vehicle being operated;
c) Technical safety and environmental protection certificate for motor vehicles as prescribed by law;
d) Compulsory motor vehicle liability insurance certificate.
In cases where the information from these documents has been synchronized into the electronic identification account, carrying them is not required.
Therefore, if the proposal in the above Draft is approved, in cases where the information from these documents has been synchronized into the electronic identification account, carrying the physical copies of vehicle registration and driver's licenses will not be necessary when participating in traffic.

For armed forces: Present a People's Police card, People's Army card or a confirmation letter from the head of the department, unit at the regiment, room, district-level police or higher (for those who have not been issued a card from the armed forces).
The use of a Level 2 electronic identification account is also required for performing vehicle registration procedures on the public service portal.

2. Registering a Level 2 Electronic Identification Account
a) For citizens who have been issued a chip-embedded citizen identification card:
Citizens go to the commune-level police station or the place carrying out the procedures for issuing a citizen identification card to register for a Level 2 electronic identification account. Citizens present their chip-embedded citizen identification card, provide a phone number or email address and request additional information integration into the electronic identification account.
Officials will enter the provided information into the electronic identification and authentication system; take a portrait photo and collect fingerprints of the citizens for verification with the citizen identification database to confirm the registration of the electronic identification account.
The electronic identification management agency will notify the registration result via the VNeID application, SMS, or email.
b) The police agency will issue a Level 2 electronic identification account concurrently with the issuance of the chip-embedded citizen identification card in case the citizen has not been issued one.
Thus, according to the above provisions, citizens can register for a Level 2 electronic identification account at their temporary residence regardless of whether they have been issued a chip-embedded citizen identification card or not.

Based on the provisions of Clause 2, Article 12 Decree 59/2022/ND-CP, the regulations are as follows:

1. The Level 1 electronic identification account of Vietnamese citizens includes the information specified in Clause 1 and Point a, Clause 2, Article 7 of this Decree. The Level 1 electronic identification account of foreigners includes the information specified in Clause 1 and Point a, Clause 2, Article 8 of this Decree.
2. The Level 2 electronic identification account of individuals includes the information specified in Article 7 or Article 8 of this Decree.
3. The electronic identification account of organizations includes the information specified in Article 9 of this Decree which is a Level 2 electronic identification account.

The electronic identity of Vietnamese citizens includes:
1. Personal information:
a) Personal identification number;
b) Last name, middle name, and first name;

Thus, based on the above regulations, the Level 2 electronic identification account of individual Vietnamese citizens includes personal information and biometric information.
