What is the level of support for health insurance premiums for students under the Ministry of Defense from the state budget?
Based on Article 4 of Circular 143/2020/TT-BQP, the state budget’s support level for students under the management of the Ministry of Defense is stipulated as follows:
Support level from the state budget for students
1. Support 100% of the health insurance premium for students from near-poor households living in poor districts according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008, of the Government of Vietnam on the program supporting quick and sustainable poverty reduction in 61 poor districts and districts applying mechanisms and policies according to Resolution No. 30a/2008/NQ-CP.
2. Support at least 70% of the health insurance premium for students from near-poor households and multidimensionally poor households as stipulated in Clauses 1 and 2, Article 4 of Decree No. 146/2018/ND-CP.
3. Support at least 30% of the health insurance premium for other students.
4. The remaining part of the premium stipulated in Clauses 2 and 3 of this Article shall be paid by the students themselves.
5. In case students belong to multiple groups eligible for state budget support, they shall enjoy the health insurance premium support according to the group with the highest support level.
Thus, the state budget support for health insurance premiums for students under the Ministry of Defense is stipulated as follows:
- Support 100% of the health insurance premium for students from near-poor households living in poor districts according to the law.
- Support at least 70% of the health insurance premium for students from near-poor households and multidimensionally poor households as stipulated by the Government of Vietnam.
- Support at least 30% of the health insurance premium for other students.

Based on Clause 3, Article 1 of Circular 143/2020/TT-BQP, the subjects participating in health insurance under the management of the Ministry of Defense are as follows:

Subjects participating in health insurance under the management of the Ministry of Defense, the cipher organization, and relatives of active-duty servicemen and personnel working in the Government Cipher Department, relatives of defense workers, and public employees as stipulated in Clause 1, Article 1; Clauses 13 and 15, Article 3; Clause 3, Article 4; and Clauses 1 and 3, Article 6 of Decree No. 146/2018/ND-CP dated October 17, 2018, of the Government of Vietnam detailing and guiding certain articles of the Law on Health Insurance (hereinafter referred to as Decree No. 146/2018/ND-CP), include:

Thus, the health insurance premium for schools in 2023 under the management of the Ministry of Defense is 4.5% of the statutory pay rate, equivalent to 81,000 VND/month (972,000 VND/year). Specifically, as follows:
- For the subjects receiving 100% support for health insurance premiums, the state pays 81,000 VND/month (972,000 VND/year).
- For the subjects receiving at least 70% support for health insurance premiums, the amount to be paid monthly is as follows:

Based on Clause 1, Article 19 of the Law on Health Insurance 2008, the replacement of a health insurance card is regulated as follows:

1. A health insurance card may be replaced in the following cases:
a) Torn, damaged, or lost;
b) Changes in the initial medical examination and treatment place;
c) Incorrect information recorded on the card.
