1. The study load of the training program, each component, or each module in the training program is determined by the number of credits.

a) One credit is equivalent to 50 hours of standard learning time for the student, including classroom attendance, guided learning, self-study, research, experiences, and examinations;

b) For classroom teaching activities, one credit requires at least 15 teaching hours or 30 hours of practice, experiments, and discussions, where one classroom hour is calculated as 50 minutes.

2. The minimum study load of a training program must conform to the requirements of the Vietnam National Qualifications Framework. Specifically:

a) Undergraduate program: 120 credits, plus the load of physical education, national defense, and security education as per current regulations;

b) Specialized training program at level 7: 150 credits, plus the load of physical education, national defense, and security education as per current regulations; or 30 credits for those with an undergraduate degree in the same field;

c) Master's program: 60 credits for those with an undergraduate degree in the same field;

d) Doctoral program: 90 credits for those with a master's degree, 120 credits for those with an undergraduate degree in the same field.

3. The minimum study load for dual major programs must add an additional 30 credits, and for major-minor programs, it must add an additional 15 credits compared to the corresponding single major program.

Hence, as stipulated above, university students must complete at least 120 credits, with each credit equivalent to 50 hours of learning.

a) Must clearly indicate the role of each component, module, their logical and supportive connection to achieve the overall objectives and requirements of the training program;

b) Must clearly reflect the general and specific professional requirements in the field, facilitating interconnection between fields and training levels, while also indicating unique characteristics and requirements of the specific training field;

c) Must prescribe essential and mandatory components for all learners; meanwhile, include auxiliary, elective components allowing learners to choose according to their career orientation;

d) Must orient learners and ensure flexibility, enabling them to build personal study plans according to their progress and sequence suitable to their abilities and conditions.

2. Each component, module of the training program must specify objectives, entry and exit requirements, number of credits, and content, particularly professional characteristics; clearly contributing to the realization of the training program's objectives and outcomes.

3. Requirements for undergraduate and specialized training programs at level 7:

a) General training includes mandatory subjects such as political theory, law, physical education, national defense-security education as per current regulations;

b) For dual major or major-minor programs, the training program needs to be structured to clearly indicate common and separate parts by major;

c) For specialized training programs at level 7, a minimum internship load of 8 credits is required.

4. Requirements for the master's training program:

a) Research-oriented: scientific research load from 24 to 30 credits, including 12 to 15 credits for thesis, 12 to 15 credits for other projects, assignments, or research topics;

b) Application-oriented: internships from 6 to 9 credits; graduation project from 6 to 9 credits in the form of assignments, projects, or research topics.

5. Requirements for the doctoral training program:

a) At least 80% scientific research and doctoral thesis;

b) A maximum of 16 credits for compulsory or elective modules for those entering with a master's degree;

c) A minimum of 30 credits for compulsory or elective modules for those entering with an undergraduate degree.

2. Must be measurable and assessable based on cognitive levels, serving as a basis for designing, implementing, and improving the content and teaching methods; assessing learning outcomes and issuing diplomas to learners.

3. Must align with the program's objectives, clearly reflect the contributions, and represent the high-level requirements of employers and other stakeholders.

4. Must specify the level and meet the outcome standards for knowledge, skills, autonomy, and responsibility, necessary competencies according to the regulations for each respective level in the Vietnam National Qualifications Framework.

5. Must ensure continuity with the entry requirements of higher training levels (if any), while creating horizontal connectivity opportunities between programs of the same training level, especially between programs in the same field or industry.

6. Must concretely and clearly define the outcomes in the modules and components of the program, systematically implemented through the connections between modules and components.

7. Must ensure feasibility, matching the program's load, allowing the majority of students meeting entry requirements to complete the training program within the standard duration.
