In order to ensure that the urban classification is carried out in accordance with the law, the People's Committees of the provinces and centrally-run cities are requested to direct the relevant agencies to do the following:

- Reviewing the formulation, appraisal and issuance of decisions on recognition of grade V in Vietnam urban centers under the competence of the provincial People's Committees in accordance with the provisions of Resolution No. 1210/2016/UBTVQH13.

- Reviewing the archiving of project dossiers of application for recognition of grade V in Vietnam urban centers in accordance with the provisions of Resolution No. 1210/2016/UBTVQH13.

- Reviewing plans to classify grade V urban centers in the area to ensure the principles of urban classification specified in Article 2 of Resolution No. 1210/2016/UBTVQH13. According to Article 8 of Resolution 1210/2016/UBTVQH13 stipulating class V cities as follows:

According to Article 12 of Resolution 1210/2016/UBTVQH13 on the formulation of urban classification schemes as follows:

(1) Responsibility for making urban classification scheme:

- Provincial-level People's Committees shall organize the elaboration of urban classification schemes for urban centers of special grade and grade I which are centrally run cities;

- District-level People's Committees shall organize the elaboration of urban classification schemes for grade-I urban centers which are provincial cities, cities under central-affiliated cities, urban centers of grade II, class III, grade IV and grade IV. V.
