Based on the provisions of Article 31 Circular 02/2020/TT-BVHTTDL stipulating the restricted information resources in the library include:

Information resources against the Socialist Republic of Vietnam with the content:

- Distorting the guidelines, policies, and laws of the State; fabricating, causing public panic;

- Distorting history, denying revolutionary achievements; insulting the nation, national heroes, defaming, denying the people's government;

- Conducting psychological warfare, inciting war to oppose the independence, sovereignty, and territorial integrity of the Socialist Republic of Vietnam;

- Causing division among the people, between the people and the people's government, the people's armed forces, political organizations, and socio-political organizations.

Information resources on ethnic, religious issues with the content:

- Provoking hatred, discrimination, division, ethnic separatism, infringing on equality rights within the Vietnamese ethnic communities;

- Inciting, dividing national, religious solidarity; causing division between religious and non-religious people, between followers of different religions, causing division between religious followers and the people's government, political organizations, socio-political organizations; insulting religious beliefs;

- Conducting unauthorized religious activities; religious activities of organizations, individuals related to national security;

- Undermining the implementation of international solidarity policies.

Information resources on social, political, cultural, scientific issues with the content:

- Slandering, insulting the reputation of agencies, organizations, or the honor and dignity of individuals;

- Inciting violence; promoting depraved lifestyles; describing obscene actions, criminal acts in detail; inconsistent with Vietnamese customs and traditions;

- Not publicized belonging to projects, programs, plans, and scientific research topics related to the national border, sovereignty, national defense, and national security; affecting the interests of the country, nation;

- Encouraging superstitions, superstition; causing social panic, badly affecting social order, safety, and community health.

What are the principles for using restricted information resources in the library?

Based on the provisions of Article 32 Circular 02/2020/TT-BVHTTDL stipulating the principles for using restricted information resources in the library as follows:

- For restricted information resources stipulated at point a clause 1 Article 7 Library Law 2019 and point b clause 1 Article 7 Library Law 2019, library users must comply with the following regulations:

+ Only for scientific research or political tasks approved by competent state agencies;

+ Must have an introduction letter, a request document from a state agency, the managing organization, political organization where studying, working, living, or written consent of the head of the library according to the regulation on exploiting restricted information resources of the library;

+ Implement confidentiality regulations during the exploitation of information resources, not copying, disseminating, or propagating information resources on the internet and other mass media;

+ Only read on-site, in a separate room according to the library's rules.

- For restricted information resources stipulated at point c clause 1 Article 7 Library Law 2019 and point d clause 1 Article 7 Library Law 2019, library users must use copies, digitized versions according to the library's regulations.

Is it allowed to provide information resources that are state secrets in the library?

Based on the provisions of Article 8 Library Law 2019 stipulating as follows:

Prohibited acts in library activities

1. Misusing library activities to distort guidelines, policies, laws of the State, opposing the Socialist Republic of Vietnam; dividing the national great unity bloc; inciting violence, causing hatred between ethnicities, religions; propagating invasive wars; undermining customs and traditions; disseminating superstitions; enticing library users into social evils.

2. Providing information resources that are state secrets, except as otherwise provided by law.

3. Restricting the right to access and use information resources of library users contrary to law.

4. Providing information about library users, except as requested by competent state agencies.

5. Appropriating, swapping, destroying, damaging information resources.

6. Illegally infiltrating the library information system, library database; falsifying, interrupting, or destroying the library information system, library database.

According to the above regulation, the act of providing information resources that are state secrets in the library is prohibited.
