What Conditions Must Be Met to Be Granted a Certificate of Eligibility for Recreational Scuba Diving?
According to Section 26, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations applying for a Certificate of Eligibility for Sports Business Activities for Recreational Scuba Diving are as follows:
(1) Physical Facilities
- The diving area must have a complete system of buoys, markers positioned according to coordinates on the nautical chart. Buoys and markers must be in contrasting colors with the water and environmental landscape for easy observation.
- There should be inland water transport to carry divers, instructors, lifeguards, and equipment for recreational scuba diving.
- There must be a gathering area for inland water transport and a docking area for the vessels.
- There should be changing rooms, lockers, shower rooms, and sanitary areas for divers; a first aid kit as per the Ministry of Health regulations.
- A logbook tracking divers including essential details: Full name, national ID card or citizen identification number, health status, address, and contact phone number for emergencies.
- A set of diving regulations specifying the main contents: Training hours, prohibited participants, appropriate attire, and safety measures.
(2) Equipment
- Personal protective equipment for divers and instructors: Air compressor, compressed air tank, oxygen tank, positioning watch, pressure gauge, depth gauge, temperature gauge, diving time gauge, diving suits, lead belts, fins, goggles, snorkels, valve system, air pipes to the breathing mouth, lifebuoys.
- Communication systems ensuring continuous connectivity between the local or national search and rescue center and the areas managed by the facility.
(3) Safety Assurance
- When there are divers underwater, the inland water transport organizing the diving activity must raise a signal flag to ensure the safety of the divers.
- Instructors must guide divers on how to use air tanks, diving equipment, lifebuoys, and diving techniques.
- Divers must declare their health status according to the sports facility’s regulations and be responsible for their declarations.
(4) There must be a rescue motorboat.
(5) Training Density: Each instructor can guide no more than one diver at a time.
(6) Special Conditions for Enterprises Operating Dangerous Sports Activities:
- Sole proprietors and other organizations wanting to engage in dangerous sports activities must register to establish an enterprise.
- Enterprises engaging in sports activities listed in the dangerous sports category, as prescribed by the Minister of Culture, Sports and Tourism, must meet the following conditions:
(7) Specialized Staff, including:
- Sports instructors must meet one of the following conditions:
+ Be a coach or athlete of second rank or higher or equivalent, suitable for the registered sports business activity;
+ Hold a degree in physical education and sports from intermediate level or higher, suitable for the registered sports business activity;
+ Have undergone sports training as prescribed by the Minister of Culture, Sports and Tourism.
- Lifeguards;
- On-site medical staff or have an agreement with the nearest medical facility regarding medical staff for first aid and emergency care for participants in dangerous sports activities if needed.
