The position and location of the flag should ensure aesthetic, solemnity, and harmony with the overall space; absolutely do not let the flag touch the ground.

Based on the provisions in Article 2 of Regulation 99-QD/TW 2023, the entities that use the Communist Party flag of Vietnam are stipulated as follows:

- Agencies, units, and organizations within the political system and the agencies, organizations, and representative individuals of Vietnam abroad are allowed to use the Communist Party flag in the following cases:- Decorating for ceremonies and conducting rituals when organizing activities of the Communist Party (Conferences, Party congresses, announcements of Party’s resolutions, awarding of Party badges, Party membership inductions, international relations activities of the Party, state diplomatic activities, etc.).- Decorating conference halls, meeting rooms, reception rooms, traditional rooms, and premises (inside and outside the headquarters of agencies and organizations).- Decorating for the celebration of significant holidays, historical, political, and important social events of the Party, the country, central authorities, and local organizations; when launching patriotism movements; groundbreaking ceremonies, inaugurations, and attaching plaques for major State projects and constructions.- Decorating at memorials, commemorative houses of President Ho Chi Minh and fellow leaders of the Party and the State; revolutionary historical sites; martyr cemeteries, and martyr memorial constructions.- Decorating squares, central areas, and streets.- Officials in the agencies belonging to the political system at all levels are allowed to place the Communist Party flag along with the national flag on their desks as appropriate.- Enterprises, businesses, and households: allowed to display the Communist Party flag in front of headquarters, gates, or the front wall of houses or outside apartments (for condominiums) on the occasions of national holidays, historical, political, and important social events of the Party and the country and other events.
