Based on the provisions in Article 4 of Regulation 99-QD/TW 2023, the principles for using the flag of the Communist Party of Vietnam are stipulated as follows:
- Use the flag of the Communist Party for the correct purposes, in accordance with standards, and appropriate to the nature of the event; absolutely do not use damaged, frayed, torn, faded, or peeled off flags.
- The flag of the Communist Party should always be displayed alongside the national flag when decorating for ceremonies: the flag of the Communist Party should be on the left, and the national flag on the right when viewed from below or from outside; the size and condition of the two flags should be equivalent and placed side by side; the "Hammer and Sickle" symbol of the flag of the Communist Party should be oriented upwards. The position and location of the flag should ensure aesthetic, solemnity, and harmony with the overall space; absolutely do not let the flag touch the ground.

Who are the entities that use the flag of the Communist Party of Vietnam?
Based on the provisions in Article 2 of Regulation 99-QD/TW 2023, the entities that use the flag of the Communist Party of Vietnam are stipulated as follows:
- Agencies, units, and organizations within the political system and the agencies, organizations, and representative individuals of Vietnam abroad are allowed to use the flag of the Communist Party in the following cases:
+ Decorating for ceremonies and conducting rituals when organizing activities of the Communist Party (Conferences, Party congresses, announcements of Party’s resolutions, awarding of Party badges, Party membership inductions, international relations activities of the Party, state diplomatic activities, etc.).
+ Decorating conference halls, meeting rooms, reception rooms, traditional rooms, and premises (inside and outside the headquarters of agencies and organizations).
+ Decorating for the celebration of significant holidays, historical, political, and important social events of the Party, the country, central authorities, and local organizations; when launching patriotism movements; groundbreaking ceremonies, inaugurations, and attaching plaques for major State projects and constructions.
+ Decorating at memorials, commemorative houses of President Ho Chi Minh and fellow leaders of the Party and the State; revolutionary historical sites; martyr cemeteries, and martyr memorial constructions.
+ Decorating squares, central areas, and streets.
- Officials in the agencies belonging to the political system at all levels are allowed to place the flag of the Communist Party along with the national flag on their desks as appropriate.
- Enterprises, businesses, and households: allowed to display the flag of the Communist Party in front of headquarters, gates, or the front wall of houses or outside apartments (for condominiums) on the occasions of national holidays, historical, political, and important social events of the Party and the country and other events.

Based on the provisions in Article 3 of Regulation 99-QD/TW 2023, the time for displaying the flag of the Communist Party of Vietnam is regulated as follows:
- The flag of the Communist Party should be displayed regularly at agencies, units, and organizations.
- The flag of the Communist Party should be displayed on streets, public places on the following occasions:
+ Lunar New Year, New Year's Day.
+ Major holidays, historical, political, and important social events of the Party and the country.
+ Other events and celebration days as notified by local authorities, agencies, and units.
- The flag of the Communist Party is displayed or carried and paraded during the organization of rallies, parades, and marches to celebrate major holidays, historical, political, and important social events of the Party, the country, central authorities, local entities, and units.
What are the specifications for the flag of the Communist Party of Vietnam?
Based on the provisions in Article 1 of Regulation 99-QD/TW 2023, the specifications for the flag of the Communist Party of Vietnam are as follows:
- Shape and size: the flag of the Communist Party is a rectangular shape, with the width equal to 2/3 of the length, with a "Hammer and Sickle" symbol in the center. Depending on the scale, nature of the event, and purpose of use, the flag size should be appropriately chosen, but must ensure the standards mentioned above.
- "Hammer and Sickle" symbol: The "Hammer" and "Sickle" are placed perpendicular to each other (no overlapping lines at the intersection of the "Hammer" and "Sickle"). The diameter of the "Hammer and Sickle" is 4/10 of the flag's width; the "Hammer and Sickle" is centered on the flag; the "Hammer" is tilted 45 degrees above the flag’s horizontal line, and the "Sickle" is perpendicular to the "Hammer"; the handles of the "Hammer" and "Sickle" are rectangular; the top edge of the "Hammer" forms a straight line with the sharp tip of the "Sickle"; the intersection point between the handle and the top of the "Hammer" forms a straight line with the top edge of the handle of the "Sickle"; the bottom edge of the handle of the "Hammer" forms a horizontal line with the bottom edge of the handle of the "Sickle".
- Color of the flag of the Communist Party: The background color is bright red (the same color as the national flag); the "Hammer and Sickle" symbol is bright yellow (the same color as the five-star yellow of the national flag).
- Material of the flag of the Communist Party: Fabric, paper, metal, and other good, durable, and beautiful materials.
