Officially, Decree 73/2024/ND-CP increases the statutory pay rate to VND 2.34 million from July 1, 2024, for officials, public employees, and armed forces?
On June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP, dated June 30, 2024, stipulating the statutory pay rate and bonus policies for officials, public employees, and armed forces.
Decree 73/2024/ND-CP applies to:
- Individuals receiving salary, allowances based on the statutory pay rate, including:
(1) Officials at the central and district levels as prescribed in Clauses 1 and 2 of Article 4 of the Law on Officials 2008 (amended and supplemented under the Law on Amendments and Supplements to Certain Articles of the Law on Officials and Public Employees 2019).
(2) Commune-level officials as prescribed in Clause 3 of Article 4 of the Law on Officials 2008 (amended and supplemented under the Law on Amendments and Supplements to Certain Articles of the Law on Officials and Public Employees 2019).
(3) Public employees in public service providers as stipulated in the Law on Public Employees 2010 (amended and supplemented under the Law on Amendments and Supplements to Certain Articles of the Law on Officials and Public Employees 2019).
(4) Individuals performing work under labor contract policies as stipulated in Decree 111/2022/ND-CP regarding labor contracts in administrative agencies and public service providers, where applicable or agreed upon in the labor contract to arrange salary according to Decree 204/2004/ND-CP regarding salary policies for officials, public employees, and armed forces.
(5) Individuals working under the payroll allocation in associations that receive state budget support for operation expenses as stipulated in Decree 45/2010/ND-CP on organization, operation, and management of associations (amended and supplemented under Decree 33/2012/ND-CP).
(6) Officers, professional soldiers, workers, public employees in national defense, and contractual laborers in the Vietnam People's Army.
(7) Officers, non-commissioned officers receiving salary, workers, and contractual laborers in the People's Public Security.
(8) Individuals receiving salary who work in cryptographic organizations.
(9) Non-commissioned officers and soldiers in the Vietnam People's Army; conscripts in the People's Public Security.
(10) Non-professional activists at commune level, in hamlets, and neighborhoods.
- Individuals receiving salary stipulated in points 1, 2, 3, 4, 5, 6, 7, and 8 are subject to bonus policies.

How much is the statutory pay rate increased from July 1, 2024?
According to Article 2 of Decree 73/2024/ND-CP, the statutory pay rate is stipulated as follows:
Statutory Pay Rate
1. The statutory pay rate serves as the basis for:
a) Calculating salaries in the salary scales, allowances, and implementing other policies as prescribed by law for the subjects listed in Article 2 of this Decree;
b) Calculating activity fees, living allowances as prescribed by law;
c) Calculating deductions and benefits based on the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is VND 2,340,000/month.
3. For agencies and units applying specific financial and income mechanisms at the central level: The difference between the salary and additional income in June 2024 of officials and public employees and the salary from July 1, 2024, after amending or abolishing specific financial and income mechanisms shall be retained. If these mechanisms have not been amended or abolished, the salary and additional income calculated monthly based on the statutory pay rate of VND 2,340,000/month from July 1, 2024, according to specific mechanisms shall ensure not exceeding the salary and additional income received in June 2024 (excluding salary and additional income adjusted by rank and grade coefficients when promoting or upgrading). If, according to this principle, the salary and additional income from July 1, 2024, according to specific mechanisms, is lower than the salary according to general regulations, then general salary policies shall apply.
4. The Government of Vietnam shall present to the National Assembly for consideration to adjust the statutory pay rate in accordance with the state budget capacity, consumer price index, and economic growth rate of the country.
Thus, based on the above regulations, from July 1, 2024, the statutory pay rate is VND 2,340,000/month.
The statutory pay rate is used as the basis for:
- Calculating salaries in the salary scales, allowances, and implementing other policies as prescribed by law for the subjects listed in Article 2 Decree 73/2024/ND-CP;
- Calculating activity fees, living allowances as prescribed by law;
- Calculating deductions and benefits based on the statutory pay rate.
When does Decree 73/2024/ND-CP take effect?
According to Article 6 of Decree 73/2024/ND-CP:
Decree 73/2024/ND-CP takes effect on July 1, 2024.
